BACKGROUND

Education is a fundamental human right and a global public good with the potential to transform the lives of individuals, communities, and the planet. UNESCO’s Education Sector provides global and regional leadership to ensure that everyone has access to quality education throughout life.

Within the framework of the Education Program in Peru, the UNESCO Office and the Anglo American Quellaveco Association signed an agreement in 2024 to implement the UNESCO-Quellaveco-Reimagina 2024-2027 Project. This project, being carried out in the Moquegua region, aims to improve the learning outcomes of 12,000 students, consolidating the region’s position among the best in the country. It promotes innovative active learning methodologies that enrich students’ academic experience, life plans, and socio-emotional and digital skills, contributing to the development of their communities.

In this context, the UNESCO Office in Peru requires the services of a Pedagogical Specialist for the UNESCO-Quellaveco-REIMAGINA Project, hereinafter “the Project”.

GOALS

To provide technical assistance and support to the educational community for the transformation of the UNESCO-Quellaveco-REIMAGINA Project schools in Moquegua, as well as the improvement of student learning, for schools integrated in rural areas with multi-grade primary education.

MAIN FUNCTIONS AND RESPONSIBILITIES

Within the framework of the implementation of the 2026 activities and projects of the Education Sector of the UNESCO Office in Peru, as well as the Project, and under the authority of the Head of the Office and the direct supervision of the Education Coordinator, as well as the Project Coordinator, the individual consultant, in their capacity as advisor for change, shall perform the following functions:

3.1. Programmatic planning and coordination

  1. Conduct a diagnostic visit to the assigned educational institutions (IIEE), considering the components of the Project, learning levels, student well-being, technological appropriation, and partnership management.
  2. Develop a technical assistance plan for each assigned educational institution, taking into account the diagnostic assessment, the school’s transformation plan, and the project’s programmatic plan. The change advisor will conduct weekly visits to each assigned school.
  3. Prepare a presentation (aimed at the educational community) detailing the intervention to be carried out in the assigned educational institutions. The presentation should include the timeline and the tools for monitoring the intervention.
  4. To support management teams in strengthening leadership and the articulation of the driving groups and teaching teams of the educational institution based on the implementation of the challenges identified by the institution.
  5. To support the management and teaching teams of the educational institutions under their charge in establishing alliances with other organizations or institutions to enrich and expand the scope/impact of the educational projects developed within the framework of the Project.
  6. Ensure that the learning projects of the educational institutions under your responsibility contribute to solving a real problem in the community where your students live and are linked to the identified territorial challenges. This process will be carried out progressively and must be promoted by the advisor.
  7. To encourage teachers and school administrators to present their transformation experiences and/or projects in spaces of visibility and influence at the local, regional and national innovation competitions.
  8. Ensure that the teaching and management teams of the IIEE develop and promote the incorporation of the components of the Project within the management instruments and in the institutional organization of the IIEE.

3.2. Pedagogical advice

  1. To support management and teaching teams in the transformation of the school within the framework of the implementation of the Project, which promotes the development of learning under a competency-based approach, and the implementation of active methodologies based on the PBL (Project-Based Learning) methodology, integrating information technologies and the systematization of the process.
  2. Facilitating pedagogical routes and strategies, based on the identification of needs, promoting innovative ideas for change in educational institutions, providing recommendations for improvement and generating commitments.
  3. Develop and evaluate face-to-face and/or virtual collective training actions to strengthen the professional skills of socio-educational actors on the components of the Project, making use of the means available in each context.
  4. To guide and assist school principals, teaching staff and socio-educational personnel on the development of educational projects using PBL methodology or active learning methodologies.
  5. Ensure that teaching and management teams develop student projects within the framework of the PBL methodology, aligned with territorial challenges, becoming innovation hubs in their territorial spaces.
  6. Facilitating communication, the exchange of good practices within the educational institution and knowledge management (systematization) and the exchange of good practices between participating educational institutions in order to constitute and support the activities of a teacher learning community.
  7. To support management teams in developing strategies and implementing activities for the creation and monitoring of students’ educational and personal trajectories, incorporating individualized monitoring tools in order to take actions to improve their school trajectory.

3.3. Report Preparation

  1. Consolidate and organize the information gathered on the Project’s progress as input for monthly and quarterly reports. Analyze progress, within the framework of an action-research methodology, towards achieving the objectives and results set forth in the educational projects and in the educational institutions.
  2. Prepare monthly reports on the progress of the Project’s implementation. Submit reports and supporting documentation for visits and activities related to support and technical assistance provided at educational institutions. Complete the visit log form each time you visit an educational institution.
  3. Maintain systematic control of school visits and summary reports of visits, through registration in the Project monitoring system.
  4. Prepare the final report of the activities under your responsibility, based on the Project components and their indicators. Systematize the process followed in the educational institutions under your responsibility.
  5. The report should consider the four principles: active learning, technological appropriation, interactive alternation, and life project. It also includes an analysis of the activities carried out during the period, lessons learned, conclusions, and recommendations for the following year.
  6. The report should consolidate the pedagogical strategies developed, and should contain objectives, indicators, goals achieved, and opportunities for improvement for future interventions.
  7. The report includes the final status of support for each of the assigned educational institutions, analyzing the progress of their transformation plans.

3.4. Teamwork

  1. Promote a positive team spirit, a collaborative atmosphere and work environment that contributes to the overall performance of the Project and its success.
  2. Participate and contribute regularly to the Project team meetings, under the direction of the coordination, as well as – when appropriate – participate in the Education team meetings of the UNESCO Peru Office, under the direction of the Education Coordinator.
  3. Maintain regular exchange and feedback sessions with the Project coordination, in addition to contributing to the overall performance of the Lima Office.
  4. Promote the articulation and interaction of the projects of their educational institutions with projects of other educational institutions, generating synergies and enhancing their impact.

3.5 Other functions

  1. Actively support the organization of the Reimagina 2026 Festival, for the presentation of projects and in any necessary coordination aspects.
  2. To actively support the organization of the Pedagogical Congress 2026, as well as any academic activity, in the coordination and management aspects that may be necessary.

330 days after the contract was signed

(*) As part of Product 1, the consultant must submit certificates for the United Nations Security – BSAFE ( https://training.dss.un.org/) , Protection Against Sexual Exploitation and Abuse – PSEA ( https://agora.unicef.org/) , and Ethics and Integrity ( https://inspira.un.org/)
courses . Any partial or complete products to be published and/or disseminated as official UNESCO material must be validated/approved by the Organization. These products must include a table of contents, as well as drafts and/or the final draft. UNESCO validation and approval will be carried out by the Program Specialist with prior authorization from the Office Director.
Payments are made upon presentation and approval of the products. The management specialist is obligated to report within the established deadlines and attach all required annexes and forms.

REQUIREMENTS

Education

  • Bachelor of Education or teacher (desirable), anthropologist, sociologist, professional in social science areas or related careers.
  • Specialization in the areas of communication, or language and literature or language or Spanish, mathematics or physics, science and technology, biology or natural sciences, or social sciences (desirable).
  • Postgraduate studies in education, social sciences or related areas (desirable).

Work Experience

  • More than 8 years of experience in the practice of his profession.
  • At least 5 years of teaching experience in public or private educational institutions.
  • At least 5 years of experience in educational projects, as an advisor, mentor, pedagogical monitor or technical assistance; including experience as pedagogical specialists in centralized or decentralized educational bodies.
  • Experience in at least 02 multi-grade primary education projects in public or private educational institutions (desirable).
  • Experience in at least 02 projects or consultancies related to education, community work in educational projects, managing educational networks, relationship with teachers and directors, educational innovation.
  • Experience in two (2) or more programs, projects, consultancies related to the use and management of technologies.

Languages

  • Spanish (native language level)

CONSULTANCY DEVELOPMENT LOCATION

The consultancy will be carried out in the Moquegua region and requires that the selected professional have a domicile or residence in the rural area of ​​the assigned schools in the Moquegua region, or be willing to move to that city.

TRIPS

The professional must be available to travel within and outside the country, according to the needs of the Project. Travel costs will be covered by the Project, in accordance with UNESCO’s internal regulations.

DURATION

The contract will have a duration of eleven (11) months, subject to budget availability and performance evaluation. The contract does not include any expectation of renewal or conversion to another type of contract, nor does it include coverage for medical services.
