BACKGROUND
Education is a fundamental human right and a global public good with the potential to transform the lives of individuals, communities, and the planet. UNESCO’s Education Sector provides global and regional leadership to ensure that everyone has access to quality education throughout life.
Within the framework of the Education Program in Peru, the UNESCO Office and the Anglo American Quellaveco Association signed an agreement in 2024 to implement the UNESCO-Quellaveco-Reimagina 2024-2027 Project. This project, being carried out in the Moquegua region, aims to improve the learning outcomes of 12,000 students, consolidating the region’s position among the best in the country. It promotes innovative active learning methodologies that enrich students’ academic experience, life plans, and socio-emotional and digital skills, contributing to the development of their communities.
In this context, the UNESCO Office in Peru requires hiring an advisor for change in the area of protection and socio-emotional well-being, within the framework of the UNESCO-Quellaveco-Reimagina Project, hereinafter “the Project”.
AIM
To provide technical assistance and pedagogical support to directors and teachers of the prioritized educational institutions in Moquegua, contributing to the improvement of student learning within the framework of the UNESCO-Quellaveco-Reimagina Project.
MAIN FUNCTIONS AND RESPONSIBILITIES
Within the framework of the implementation of the 2026 activities and projects of the Education Sector of the UNESCO Office in Peru, as well as the Project, and under the authority of the Head of the Office and the direct supervision of the Education Coordinator, as well as the Project Coordinator, the individual consultant, in their capacity as a pedagogical specialist, shall perform the following functions:
Programmatic Planning and Coordination
1. Conduct a diagnostic visit to the assigned educational institutions (EIs), considering the Project components, learning levels, student well-being, technological adoption, and partnership management.
2. Develop a technical assistance plan for each of the assigned EIs, taking into account the diagnostic assessment, the school’s transformation plan, and the Project’s programmatic plan. The specialist will conduct weekly visits to each assigned school.
3. Prepare a presentation (for the educational community) detailing the intervention to be implemented in the assigned EIs. The presentation should include the timeline and the intervention monitoring tools.
4. Coordinate and guide the change advisors and monitor their activities within the framework of the technical assistance and support provided to the EIs.
5. Support the leadership teams to strengthen the leadership and coordination of the driving groups and teaching teams within the educational institution, based on the implementation of the challenges identified by the institution.
COMPETENCIES (Core / Managerial)
PRODUCTS
The professional, under the supervision of the ED Sector Coordinator, must rigorously guarantee the effective implementation of the activities and the effective management of the schedule by preparing the following deliverables with a receipt for fees:
Product 1
● Course certificates: BSAFE, PSEA, and Ethics and Integrity.
● Adjustments to the in-service training proposal for teachers and administrators of Reimagina’s educational institutions.
● General work plan for service implementation.
● Design of the diagnostic assessment process for assigned educational institutions.
● Design of the training workshop for administrators and teachers during the first block of management weeks.
After 30 days
Product 2
● Presentation of the visit plan for the first two-month period of the assigned schools, coordinated with the change advisors.
● Report on the results of the training workshop for principals and teachers during the first two weeks of management.
● Creation of a general information record for the assigned schools, according to the format established by the Project Coordination.
● Design of the learning project incorporating the territorial challenges (at least one per grade level and semester in the school); including mapping the community stakeholders with whom the project would be developed and/or involved.
● Evidence of registration in the Project monitoring system.
At 60 days
Product 3
● Report of the diagnostic results for the assigned educational institutions, considering the Project’s principles, as well as the learning level and transformation plan.
● Support plan for each educational institution, based on its diagnostic assessment, including the plan for addressing training needs and pedagogical strategies to be developed during the support process, the intervention monitoring tools, and adjustments to the schedule (if applicable).
● Report on the presentation of the support plan to the educational community of the assigned educational institutions.
● Report on the implementation status of the learning projects in the schools.
● Evidence of the visit log in the Project’s monitoring system.
At 90 days
Product 4
● Presentation of the visit plan for the second school term of the assigned educational institutions, coordinated with the change advisors.
● Report on the implementation status of learning projects in the schools.
● Report on the pedagogical strategies implemented in the assigned educational institutions.
● Evidence of visit records in the Project monitoring system.
At 120 days
Product 5
● Report of activities carried out this quarter, including:
o Report of activities carried out within the framework of the principles: technological appropriation, interactive alternation, and life project.
o Report on the status of implementation of learning projects in schools.
o Report on the pedagogical strategies implemented in the assigned educational institutions.
o Report on the results of the training workshop for principals and teachers in the second block of management weeks.
● Presentation of the proposal for showcasing learning projects during the achievement day (Reimagina Festival I).
● Update of the general information registry for the assigned educational institutions, according to the format established by the Project Coordination.
● Evidence of the visit log in the Project monitoring system.
At 150 days
Product 6
● Report on the implementation status of learning projects in schools.
● Report on good teaching practices identified in the assigned educational institutions.
● Report on the pedagogical strategies implemented in the assigned educational institutions.
● Evidence of visit records in the Project monitoring system.
At 180 days
Product 7
● Presentation of the visit plan for the third school term of the assigned educational institutions, coordinated with the change advisors.
● Design of the learning project incorporating territorial challenges (at least one per grade level and semester in the educational institution); including mapping community stakeholders with whom the project would be developed and/or involved.
● Report on the implementation of the achievement day (Reimagina Festival I).
● Report on the pedagogical strategies implemented in the assigned educational institutions.
● Report on the results of the training workshop for administrators and teachers during the third block of management weeks.
● Evidence of visit records in the Project monitoring system.
At 210 days
Product 8
● Report of activities carried out this quarter, including:
o Report of activities carried out within the framework of the principles: technological appropriation, interactive alternation, and life project.
o Report on the status of implementation of learning projects in schools.
o Report on the pedagogical strategies implemented in the assigned educational institutions.
● Submission of a proposal for the Reimagina II Festival.
● Submission of a proposal for the International Pedagogical Congress (Reimagina II Festival).
● Update of the general information registry for the assigned educational institutions, according to the format established by the Project coordination.
● Evidence of the registration of visits in the Project monitoring system.
At 240 days.
(*) As part of Product 1, the consultant must submit certificates for the United Nations Security – BSAFE courses ( https://training.dss.un.org/) , Protection Against Sexual Exploitation and Abuse – PSEA ( https://agora.unicef.org/) and Ethics and Integrity ( https://inspira.un.org/)
Any partial or complete products to be published and/or disseminated as official UNESCO material must have the Organization’s validation/approval. These products must include a table of contents, as well as drafts and/or the final draft. UNESCO’s validation and approval will be carried out by the Project Specialist with prior authorization from the Office Director.
Payments are made upon presentation and approval of the products. The change advisor is obligated to report within the established deadlines and attach all required annexes and forms.
REQUIREMENTS
Education
- Bachelor of Education or teacher (desirable), anthropologist, sociologist, professional in social science areas or related careers.
- Specialization in the areas of communication, or language and literature or language or Spanish, mathematics or physics, science and technology, biology or natural sciences, or social sciences (desirable).
- Postgraduate studies in education, social sciences or related areas (desirable).
Work Experience
- More than 8 years of experience in the practice of his profession.
- At least 5 years of teaching experience in public or private educational institutions.
- At least 5 years of experience in educational projects, as an advisor, mentor, pedagogical monitor or technical assistance; including experience as pedagogical specialists in centralized or decentralized educational bodies.
- Experience in at least 02 projects or consultancies related to education, community work in educational projects, managing educational networks, relationship with teachers and directors, educational innovation.
- Experience in two (2) or more programs, projects, consultancies related to the use and management of technologies.
Languages
- Spanish is my native language.

- Residing in Moquegua or availability to relocate during the consultancy period.
TRIPS
The professional must be available to travel. Travel costs will be covered by the Project, in accordance with UNESCO’s internal regulations.
DURATION
The contract will have a duration of eleven (11) months, subject to budget availability and performance evaluation. The contract does not include any expectation of renewal or conversion to another type of contract, nor does it include coverage for medical services.
