Job Description

1. Project Description

The project aims to develop subsidies (new methodologies, educational actions, studies, research and tools) for structuring, innovation and continuous improvement of the Judiciary, assisting in the training and improvement of excellence of State and Federal judges and, when possible, of court officials, so that they can promote Justice in line with society’s expectations. 

The project’s direct target audience is approximately 18,000 judges and up to 40 Judicial and Judicial Schools. Broadly speaking, the project will also bring benefits to Brazilian society as a whole, contributing to the strengthening of justice in the country.

To achieve these objectives, the project foresees the following areas of action.

Axes

1.1. Strategy for strengthening and innovating training and development actions for judges developed and implemented on a pilot basis.

1.2. Methodologies for strengthening the production and management of knowledge applied to priorities of Brazilian justice developed and implemented

1.3. Enfam’s technical and management capacity strengthening plan developed

1.4. Efficient project management and knowledge management carried out.

Regarding axis 3, the project aims to develop actions to strengthen the School’s management tools and systems, in line with the identified needs and strategic planning, including the application of innovative technologies. In this context, a new administrative and pedagogical platform for activity management is being developed, given the need to adapt the system to the latest market technologies, such as the Java framework and new modules and functionalities. 

The project is expected to be valid until December 31, 2026 and can be extended if necessary.

2. Scope of Work

To achieve the project objectives, the following indicative activities are planned: 

2.1. Requirements gathering with users

Conduct meetings and interviews with system users to identify needs and expectations.

Map business rules and processes involved, documenting flows and procedures.

Record collected information in a structured manner for future reference in system development.

2.2. Preparation of requirements analysis artifacts

Create a feature traceability matrix, ensuring monitoring of customer needs.

Develop navigable prototypes and entity-relationship diagrams for system visualization and understanding.

Prepare detailed requirements specifications according to documentation requested by the client.

2.3. Preparation and review of technical documentation

Write technical documentation related to system functionalities and processes.

Review existing documents, ensuring clarity, accuracy, and compliance with institutional standards.

Maintain an active record of work carried out in the areas of Academic and Administrative Management.

2.4. Validation of requirements and business rules

Validate business requirements and rules with customers and users, ensuring adherence to needs.

Propose appropriate solutions and adjustments for the demands identified in the systems.

Monitor changes in requirements, keeping documentation up to date.

2.5. Demonstration and dissemination of project deliverables

Present project features and deliverables to internal teams and clients.

Work collaboratively with development and quality teams to clarify doubts.

Facilitate the dissemination of knowledge about the system and implemented processes.

2.6. Delivery validation and homologation support

Validate deliveries made at each phase of the project with clients.

Support the approval process, ensuring that solutions meet the defined criteria.

Document feedback and necessary adjustments for future corrections and improvements.

2.7. Participation in consulting and partnership activities

Collaborate on activities carried out by consultancies, partnerships or outsourced contracts.

Monitor and integrate third-party information with project demands.

Ensure that external activities are aligned with project objectives and standards.

The holder performs other functions within his/her functional profile that he/she considers necessary for the proper functioning of the Project.

3. Institutional Arrangement

The contracted person will work under the supervision of the UNDP Project Management Unit and Enfam (Axis 4) within the scope of project BRA/21/010. The activities will be carried out in person in Brasília, at Enfam’s facilities.

5. Minimum Candidate Qualifications

Required skills and experience

Minimum Education Requirements:
• Advanced University Degree (Master’s or equivalent) in Systems Analysis, Computer Science, Computer Engineering, Information Science or related field is required, or 
• Higher Education Diploma (Bachelor’s Degree) in relevant field, combined with 2 (two) additional years of qualifying experience, will be considered in lieu of the Advanced University Degree.

Minimum years of relevant professional experience:
• Candidates with an advanced University Degree (Master’s or equivalent) in a relevant field do not need professional experience. Candidates with a Higher Education Diploma (Bachelor’s Degree) must have at least 2 (two) years of experience in Systems Requirements Analysis.

Desired skills, in addition to the skills covered in the Skills section:

  • Experience in gathering functional and non-functional requirements specifications;
  • Experience in creating flows, BPMN notation, wireframes, prototypes and diagrams;
  • Experience in business mapping and analysis;
  • Experience with agile development methods (Scrum/Kanban);
  • Knowledge of UML (use cases, activity and sequence);
  • Knowledge in User Story specification and specification by test;
  • Knowledge in data analysis, formulation of performance indicators;
  • Experience in projects or activities related to the educational sector.

Required Languages:   
• Fluency in Portuguese is required.
• Basic knowledge of English is desirable.
