The UNDP has a broad portfolio of projects in the Dominican Republic focused on protecting biodiversity and the environment. For example, the UNDP is supporting the development of a new National Biodiversity Strategy and a new Biodiversity Financing Plan. It also promotes the protection and valuation of natural capital in the agricultural and tourism sectors through projects such as “Biodiversity in Productive Landscapes . ”
Similarly, UNDP is collaborating in creating enabling conditions for the ratification of the “Biodiversity Beyond National Jurisdiction” agreement, which seeks to conserve biodiversity in areas outside national jurisdiction, through a project funded by the Global Environment Facility (or “GEF”).
Finally, UNDP supports the Ministry of Environment and Natural Resources in its institutional strengthening process, including through digitalization, the adoption of an inter-institutional governance model, support for the public agenda of green procurement, and provides technical assistance in strategic areas.
Scope of work
Under the direct supervision of the Program Officer, the Project Coordinator is responsible for:
1. Ensure strategic planning and support for the implementation of institutional strengthening projects of the Ministry of Environment and Natural Resources:
- Develop and implement a monitoring plan and other instruments aimed at tracking portfolio results, contributing to the implementation of the established M&E strategy;
- Formulate and monitor the results and goals related to project activities, in close coordination with counterparts and partners;
- Support the formulation of new projects, alliances, platforms, or initiatives that support the mandate of the Ministry of Environment and Natural Resources;
- Update the instruments, reports, corporate monitoring and reporting of programs and projects in the portfolio.
2. Coordination of the “Biodiversity Beyond National Jurisdiction” (BBNJ) project :
- Monitor compliance with the established objectives and deadlines, ensuring the proper integration of activities between the different components of the project and maintaining close coordination with technical staff and counterparts;
- Support the implementation and coordination of portfolio management activities by UNDP and partner teams;
- Support the establishment of synergies between UNDP projects, coherence between Office Units and harmonization with the plans and projects of other agencies and institutions;
- Provide technical assistance on project issues and environmental law in general;
- Participate in national and/or international meetings, as required.
- Monitor compliance with the established objectives and deadlines, ensuring the proper integration of activities between the different components of the project and maintaining close coordination with the technical staff of the Directorate of International Agreements and Treaties of the Ministry of Environment and Natural Resources.
- Ensure that activities for the ratification and implementation of the Agreement on the Conservation and Sustainable Use of Marine Biodiversity beyond National Jurisdictions in the Dominican Republic are carried out according to the established schedule.
- Monitor the project budget and manage resources efficiently.
- Assess risks throughout the project and adjust mitigation strategies as needed.
- Organize regular meetings to present results, organize consultations, and review the progress of project activities.
- Generate technical and financial reports for the project periodically.
3. Facilitating the development and management of knowledge :
- Facilitate the creation and exchange of knowledge, aimed at all stakeholders on the topics of the position;
- Supporting project teams in strengthening their results-based management capabilities and developing capacities in areas related to sustainable development;
- Identify and share evaluation findings, lessons learned, experiences, and recommendations to be integrated into project formulation and other broader knowledge management efforts of the Office.
- Organize and facilitate national workshops for portfolio activities and support the communication strategy of the Environmental Sustainability and Resilience Unit;
- Prepare minutes and/or summaries of the meetings or participatory activities carried out;
- Coordinate meetings, visits and interviews with key stakeholders to gather information relevant to portfolio development and draft related communications;
- Support the design of communication materials related to the portfolio.
- To ensure the effective integration of work between institutions, different sectors and team members involved in biodiversity and environmental law issues.
- Participate in strategic events related to the portfolio’s objectives, promoting its visibility and strengthening its positioning;
4. Dissemination, Communication:
5. Guidance and technical assistance aligned with the project guidelines under the responsibility of the Coordinator, ensuring a results-based approach.
- Promote specialized technical assistance for the development of high-quality products related to UNDP portfolio topics in the Dominican Republic.
- Supervise and technically validate all products generated in the portfolio, ensuring quality and compliance with established objectives and indicators;
- To incorporate a human rights perspective and a gender perspective across all phases of the portfolio projects, promoting an inclusive approach that considers the needs and contributions of women, young people and people with disabilities.
- Organize training, workshops and capacity-building activities in a consultative manner, with the participation of technical experts and key stakeholders, including government, the private sector, NGOs, donors and/or academia.
- Identify, synthesize and document the best practices and lessons learned from the project and its implementing partners.
- Actively participate in knowledge networks and communities of practice on project-related topics, and ensure meaningful contributions. Support the creation of knowledge platforms for the project, facilitate innovative mechanisms for knowledge dissemination, and develop knowledge resources and products to share with project partners and support UNDP’s work in this area.
- Promote advocacy on development trends and collaboration opportunities, in coordination with project partners, key stakeholders and UNDP communications staff.
6. Facilitate the development of knowledge and skills, the exchange of knowledge, and the promotion of topics relevant to the assigned thematic areas.
The holder performs other functions within their functional profile that are considered necessary for the efficient operation of the Organization in related activities.
4. Institutional provisions
The Project Coordinator(s) will work under the general guidance and direct supervision of the Program Officer of the Environmental Sustainability and Resilience Unit.
Furthermore, it will work closely with staff from the same Unit, projects, other UNDP Units, other United Nations agencies, government officials, experts, donors, civil society, and others. It will also work in close coordination with the Directorates of International Agreements and Financial Mechanisms and Portfolio Management of the Ministry of Environment and Natural Resources, in accordance with the scope outlined in these Terms of Reference.
The holder will be based in Santo Domingo and will occasionally travel to different locations within the Dominican Republic or abroad, for missions or events related to the topics of the portfolio of the Environmental Sustainability and Resilience Unit.
