ANTECEDENTES

UNESCO’s global mission is to promote international cooperation in education, science, culture, and communication as a means to build peace, foster intercultural dialogue, reduce poverty, and achieve sustainable development. In the area of ​​culture, the two main areas of intervention are the protection and safeguarding of cultural and natural heritage, and support for the arts and creativity.
In accordance with this global mandate, the UNESCO Office in Peru supports and contributes to the management and preservation of the country’s cultural and natural heritage through technical assistance and strategic projects. In partnership with the Korea International Cooperation Agency (KOICA), it is implementing the project “Establishing a Circular Economy for Sustainable Tourism in the Cusco Region, Peru” (2025–2032). This project is being carried out in the Cusco Region, specifically in the provinces of Urubamba and Cusco, and aims to promote sustainable tourism and contribute to heritage protection by strengthening the management of inorganic solid waste and fostering behavioral change in local communities and among tourists. This project will be implemented by the UNESCO office in Peru and Project Management Consulting (PMC).
The Cusco region is experiencing rapid population growth, high tourism pressure, and inadequate solid waste management, generating environmental challenges that affect both the quality of life of residents and the conservation of its three World Heritage sites.
The project explores solutions to address these challenges, applying differentiated strategies based on the types of inorganic solid waste generators. It also employs an intersectoral approach and Behavior-Centered Design (BCD) methodology to transform habits into sustainable practices.
The Communications Specialist will be based in Cusco and will report directly to the Project Coordinator, ensuring effective management aligned with the Organization’s objectives.

AIM

The objective of this consultancy is to contribute to the design, implementation and supervision of the project’s comprehensive communication strategy, ensuring intercultural relevance and its alignment with the communication plan of the UNESCO Office in Peru and the Project’s communication manual.

MAIN FUNCTIONS AND RESPONSIBILITIES

Within the framework of the implementation of the activities and/or projects of the Culture Sector of the UNESCO Office in Peru and under the authority of the Head of the UNESCO Office in Peru and the direct supervision of the Project Coordinator and coordination with the Communication and Information Specialist and the Coordinator of the Public Information and Image Unit, the Communication Specialist shall:

1. Lead the design and implementation of the project’s communication strategy, in coordination with the Public Information Unit of the UNESCO Office in Peru and the communications department of the project donor (KOICA). Tasks include:
• Conducting a needs assessment of the main media outlets with high audience reach and preferences of the population of Cusco.
• Developing the project narrative and messaging, identifying priority audiences, selecting channels, and planning the implementation schedule.
• Designing and implementing communication campaigns in traditional and digital media targeting diverse audiences (local community, tourists, tour operators, educational institutions, recyclers) with an intercultural, inclusive, and gender-sensitive approach.
• Ensuring the dissemination and updating of project messages among the project’s technical team, specialists, and collaborators.
• Coordinating closely with the Public Information Unit of the UNESCO Office in Peru, ensuring consistency with institutional guidelines and directives.

2. Lead the project’s visibility and strategic positioning efforts, in coordination with the Communication and Information Specialist, Public Information and Image Unit of the UNESCO Office in Lima.
Tasks include:
• Providing input and proposals for media relations with regional and national outlets, in coordination with the Public Information and Image Unit.
• Designing and managing a regional visibility campaign and media interviews (radio, TV, print) and digital platforms.
• Maintaining relationships with regional and national media to ensure timely coverage and/or organizing press conferences.
• Mapping relevant information and news for the project.
• Mapping reputational risks for the project.

• Participate in follow-up meetings with territorial counterparts and donors to present progress and coordinate actions aligned with KOICA’s communications department and the PMC.
• Develop and propose content for digital media, newsletters, social media, and official channels.
• Identify and collaborate with local content creators and spokespeople.

3. Coordinate and implement awareness-raising and behavioral change promotion activities in collaboration with the behavioral science specialist, who plans these activities. Tasks include:
• Designing, producing, and adapting educational materials, audiovisual resources, and graphic pieces to the specific local contexts, using input provided by the behavioral science specialist.
• Adjusting content to local realities, fostering citizen engagement and community ownership of the project.

4. Validate the production and dissemination of communication content, ensuring technical quality and cultural relevance, in collaboration with the Communication and Information Specialist. Tasks include:
• Supporting the coordination and monitoring of suppliers and services related to design, printing, audiovisual production, dissemination, and other materials.
• Verifying the quality of formats, messages, and materials intended for public dissemination, ensuring alignment with the project’s Communication Manuals and UNESCO logo usage guidelines.

5. Monitor and systematize the impact of communication strategies. Tasks include:
• Preparing periodic technical reports that integrate results, lessons learned, best practices, and strategic recommendations.
• Identifying communication risks and emerging opportunities at the local level through media monitoring and analysis of sociocultural trends.
• Supporting the use of quantitative and qualitative evaluation tools (matrices, surveys, indicators) to measure reach and effectiveness.

6. Support the organization of events and lead the dissemination of activities in the field. Tasks include:
• Actively participating in all field activities—campaigns, fairs, workshops, and community events—providing photographic and audiovisual coverage, and ensuring cultural relevance, the inclusion of local spokespeople, and consistency with the project’s institutional narrative.
• Leading the dissemination and coverage and supporting the execution of project events (launches, presentations, forums, and others).

7. Other functions that may be assigned by the project coordinator with prior authorization from the National Culture Officer.

(*) As part of Product 1, the consultant must submit certificates for the United Nations Security – BSAFE courses ( https://training.dss.un.org/) , Protection Against Sexual Exploitation and Abuse – PSEA ( https://agora.unicef.org/) and Ethics and Integrity ( https://inspira.un.org/)

Any partial or complete products to be published and/or disseminated as official UNESCO material must have the Organization’s validation/approval. These products must include a table of contents, as well as drafts and/or the final draft. UNESCO’s validation and approval will be carried out by the Program Specialist with prior authorization from the Office Director.

REQUIREMENTS

Education
• Bachelor’s degree in Social Communication, Audiovisual Communication, Public Relations, or related fields in the Social Sciences and Humanities.
• Specialization course or diploma in Social Communication, preferably with a focus on gender or interculturality.
• Desirable: supplementary training in disciplines related to the project field, such as Environmental Education, Circular Economy, Waste Management, Heritage Preservation, or other related areas.

Work Experience
• Minimum of five (5) years of professional experience in communications in the public and/or private sector.
• At least three (3) years of experience in the design and implementation of communication strategies, preferably in environmental areas, with a desirable emphasis on solid waste management.
• Minimum of two (2) years of experience in the production of communication and educational materials and awareness campaigns, preferably in the production of audiovisual content for social media and social media management.
• Minimum of two (2) years of experience in the development of communication materials for awareness programs targeting diverse populations, especially in Andean or similar contexts.

Languages
​​• Spanish (native language).
• English (spoken and written).

Other Requirements
• Residence in Cusco or availability to relocate during the consultancy period.
• Proficiency in digital communication tools and social media.
• Ability to write press releases, newsletters, and audiovisual materials.
• Proficiency in using Word, Excel, PowerPoint, and Google and Outlook tools.
• A network of contacts and experience in local media (radio, print, influencers, and other communication agents relevant to project visibility) is desirable.
• Basic knowledge of Quechua.

TRIPS

The professional must be available to travel within the country, according to the project’s needs. Travel costs will be covered by the Project, in accordance with UNESCO’s internal regulations.

DURATION

The contract will have a duration of 11 months, subject to budget availability and performance evaluation. The contract does not include any expectation of renewal or conversion to another type of contract, nor does it include coverage for medical services.
