Job Description
OBJECTIVES OF THE PROGRAMME
The mission of the WHO Country Office is to strengthen the capacity of Member States to manage a wide range of health programs and interventions, including in health emergencies, and to lead and coordinate the international response to health problems, including epidemics. The Country Support Unit (CSU) will oversee the functions related to this position. It is responsible for providing the WHO Country Office (WCO) – including emergency programs during humanitarian response periods – with high-quality and predictable administrative services (such as human resources management, finance, work planning, and grants), as well as ensuring effective monitoring and compliance with Standard Operating Procedures (SOPs), thereby contributing to continuous improvement and excellence in management processes.
DESCRIPTION OF DUTIES
– Provide strategic advice and guidance on HR policies and procedures, and support management in personnel-related decision-making. – Supervise and coordinate all HR services within the office, ensuring operational efficiency and adherence to deadlines. – Participate in the development and implementation of HR plans and budgets, aligned with program priorities and emergency management requirements. – Manage all personnel-related processes: workforce planning, recruitment, onboarding, skills development, renewals, and terminations. – Coordinate job management (creation, review, reclassification) and ensure the accuracy of information in HR systems (GSM/BMS/Stellis). – Provide training and support to staff on HR processes, including the use of self-service GSM/BMS and the Performance Management System (PMDS). – Act as the focal point for learning and development. – Staff (LFP), by identifying training needs and facilitating staff participation in local and regional learning initiatives. – Maintain regular and proactive communication with staff on updates to HR policies, as well as on rights, benefits and conditions of service. – Ensure transparency and compliance of all HR actions, in accordance with WHO standards and delegations of authority. – Perform any other related tasks requested by management and line managers.
REQUIRED QUALIFICATIONS
Education
Essential : A bachelor’s degree in human resource management, business or public administration, law, social sciences related to human resources, or a related field, obtained from a recognized or accredited institution.
Desirable : An advanced master’s degree in human resource management, business or public administration, or a related field.
Experience
Essential : – At least two (2) years of relevant experience in human resources management and administration, at the national and international levels. – Proven experience in the operational application of human resources management policies and practices, in selection and recruitment processes, and in the administration of employee benefits and entitlements.
Desirable : – Experience in human resources management in emergency situations. – Proficiency in Microsoft Office applications and strong knowledge of ERP (Enterprise Resource Planning) systems. – Experience in project management, ideally within the United Nations system and/or in the public health sector.

– Mastery of HR policies, practices, and procedures, with the ability to apply them both in a country office and in an emergency or epidemic context. – Ability to analyze situations, formulate recommendations, and support management decision-making. – Commitment to gender equality, ensuring the full and equitable participation of women and men. – Discretion and diplomacy in handling confidential information. – Proven skills in supervision and team management.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 55,163 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2234 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
