BACKGROUND

Education is a fundamental human right and a global public good with the potential to transform the lives of individuals, communities, and the planet. UNESCO’s Education Sector provides global and regional leadership to ensure that everyone has access to quality education throughout life.

Within the framework of the Education Program in Peru, the UNESCO Office and the Anglo American Quellaveco Association signed an agreement in 2024 to implement the UNESCO-Quellaveco-Reimagina 2024-2027 Project. This project, being carried out in the Moquegua region, aims to improve the learning outcomes of 12,000 students, consolidating the region’s position among the best in the country. It promotes innovative active learning methodologies that enrich students’ academic experience, life plans, and socio-emotional and digital skills, contributing to the development of their communities.

In this context, the UNESCO Office in Peru requires the services of a Pedagogical Specialist for the UNESCO-Quellaveco-REIMAGINA Project, hereinafter “the Project”.

GOALS

To provide technical assistance and promote the integration of ICT in pedagogical practices and ensure technological appropriation by the directors and teachers of the educational institutions (IIEE) of the UNESCO-Quellaveco-REIMAGINA Project.

MAIN FUNCTIONS AND RESPONSIBILITIES

Within the framework of the implementation of the 2026 activities and projects of the Education Sector of the UNESCO Office in Peru, as well as the Project, and under the authority of the Head of the Office and the direct supervision of the Education Coordinator, as well as the Project Coordinator, the individual consultant, in their capacity as advisor for change, shall perform the following functions:

3.1. Programmatic planning and coordination

  1. Conduct a diagnostic visit to the assigned educational institutions (IIEE), considering the components of the Project, learning levels, student well-being, technological appropriation, and partnership management.
  2. Develop a technical assistance plan for each assigned educational institution, taking into account the diagnostic assessment, the school’s transformation plan, and the project’s programmatic plan. The change advisor must ensure at least one monthly visit to each educational institution in the program.
  3. Prepare a presentation (aimed at the educational community) detailing the intervention to be carried out in the assigned educational institutions. The presentation should include the timeline and the tools for monitoring the intervention.
  4. To plan and manage the attention to the ICT training needs of the various educational actors in the IIEE.
  5. Manage relationships with stakeholders both within the educational institution (management team and teachers), as well as with local education authorities and the community, within the framework of technological appropriation and/or the school transformation process.
  6. Promote the incorporation of information and communication technologies into the activities of educational institutions, with an emphasis on learning projects.
  7. Ensure that the learning projects of educational institutions contribute to solving a real problem in the community where their students live, using ICT and the technological resources available to the institution, both synchronously and asynchronously, and are linked to the identified territorial challenges. This process will be implemented progressively and should be promoted by the specialist.
  8. To propose actions for the pedagogical integration of information and communication technologies (ICT), proposing the incorporation of resources, tools, computer projects, applications, networks and media, in the field of the implementation of the Project.
  9. Plan ICT integration activities in the classroom, in coordination with management and teaching teams, and strategic partners identified in the community.
  10. Define strategies for incorporating technology at the institutional level to ensure that digital tools are aligned with pedagogical objectives, as well as coordinate the use and distribution of technological resources available in educational institutions for their integration into classrooms.

3.2. Programmatic Assistance

  1. To support teachers in integrating ICT into curriculum design and teaching practices, ensuring that technological tools are consistent with learning objectives.
  2. Develop and facilitate face-to-face and virtual training workshops for managers and teachers in the prioritized educational institutions, in coordination with the management and teaching team of each one, on the pedagogical use of ICT and digital tools, to strengthen their ability to integrate these tools into the teaching process.
  3. Design and adapt educational activities and projects that promote the use of digital technologies in the classroom, responding to the training needs of teachers.
  4. Facilitating communication, the exchange of good practices using ICT within the educational institution and knowledge management (systematization) and the exchange of good practices between participating educational institutions, in order to constitute and support the activities of a teacher learning community.
  5. Provide technical assistance and continuous follow-up to teachers to resolve doubts or difficulties in the integration of technologies in their classes.
  6. Ensure the efficient use of digital tools and make recommendations on the use of new technologies that can improve learning processes.
  7. To evaluate the impact of ICT on pedagogical practices by collecting data on teacher performance and student learning outcomes, during visits to educational institutions, identifying the technological resources allocated, the pedagogical use of these resources by teachers, and their management for learning.
  8. To support management and teaching teams in the transformation of the school within the framework of the implementation of the Project, which promotes the development of learning under a competency-based approach, and the implementation of active methodologies based on the PBL (Project-Based Learning) methodology, integrating information technologies and the systematization of the process.
  9. Develop and evaluate face-to-face and/or virtual collective training actions to strengthen the professional skills of socio-educational actors on the components of the Project, making use of the means available in each context.

3.3 Monitoring and Technical Support

  1. Monitor compliance with the transformation plan of the educational institutions under your charge in relation to technological appropriation and report development progress by strategic lines.
  2. To monitor the implementation of ICT in pedagogical practices, identifying progress and areas for improvement.
  3. Monitor the implementation of learning projects, considering their relationship with territorial challenges, ICTs and their community.

3.4. Report Preparation

  1. Maintain systematic control of school visits and summary reports of visits, through registration in the Project monitoring system.
  2. To document and share good practices on the use of ICT in teaching to promote technological appropriation in other educational institutions, considering the four subsystems: active learning, technological appropriation, interactive alternation and life project, from the use of technology in a transversal way in the Project.
  3. Manage the inventory of technological tools and ensure their availability and maintenance in the educational institutions and installed software.

3.5. Trabajo en equipo

  1. Promover un espíritu de equipo positivo, una atmósfera y un trabajo colaborativos que contribuyan al rendimiento general del Proyecto y su buen desempeño.
  2. Participar y contribuir regularmente en las reuniones del equipo del Proyecto, bajo la dirección de la coordinación, así como -cuando sea apropiado- participar en las reuniones del equipo de Educación de la Oficina de UNESCO Perú, bajo la dirección del Coordinador de Educación.
  3. Mantener sesiones regulares de intercambio y retroalimentación con la coordinación del Proyecto, además de contribuir al rendimiento general de la Oficina de Lima.
  4. Promover la articulación e interacción de los proyectos de sus IIEE con proyectos de otras IIEE, generando sinergias y potenciando su impacto.

3.6 Otras funciones

  1. Apoyar activamente la organización del Festival Reimagina 2026, para la presentación de los proyectos y en aspectos de coordinación que fueran necesarios.
  2. Apoyar activamente la organización del Congreso Pedagógico 2026, así como en cualquier actividad académica, en los aspectos de coordinación y gestión que fueran necesarios.

(*) As part of Product 1, the consultant must submit certificates for the United Nations Security – BSAFE ( https://training.dss.un.org/) , Protection Against Sexual Exploitation and Abuse – PSEA https://agora.unicef.org/) , and Ethics and Integrity ( https://inspira.un.org/)
courses . Any partial or complete products to be published and/or disseminated as official UNESCO material must be validated/approved by the Organization. These products must include a table of contents, as well as drafts and/or the final draft. UNESCO validation and approval will be carried out by the Program Specialist with prior authorization from the Office Director.
Payments are made upon presentation and approval of the products. The management specialist is obligated to report within the established deadlines and attach all required annexes and forms.

REQUIREMENTS

Education

  • Bachelor’s or Master’s degree in Computer Science, Systems Engineering, Computing or Technology, Education, Social Sciences, Humanities or related areas.
  • Specialization in educational technologies, e-learning or virtual environments (desirable).

Work Experience

  • General experience of 8 years in the public or private sector in the education sector related to teaching and learning with technologies.
  • Experience of at least 4 years in educational institutions, leading initiatives for the integration of technology, e-learning or teacher training in digital skills.
  • Minimum of 4 years’ experience in projects or consultancies, with a focus on the design of training projects, work in digital classrooms, community engagement in education or management of learning networks using ICT.
  • Experience in 5 or more educational or social projects as an advisor, consultant, or specialist in educational technologies. Experience in intercultural projects and the development of digital skills in diverse populations will be considered a plus.

CONSULTANCY DEVELOPMENT LOCATION

The consultancy will be developed in the Moquegua region and requires that the selected professional have a domicile or residence in the city of Moquegua, or the willingness to move to said city.

TRIPS

TRIPS

The professional must be available to travel within and outside the country, according to the needs of the Project. Travel costs will be covered by the Project, in accordance with UNESCO’s internal regulations.

DURATION

The contract will have a duration of eleven (11) months, subject to budget availability and performance evaluation. The contract does not include any expectation of renewal or conversion to another type of contract, nor does it include coverage for medical services.
