Job Description

SUMMARY OF JOB DUTIES

The O3 Programme seeks to address the key challenges faced by countries in sub-Saharan Africa and promotes a sub-Saharan Africa where positive health, education and gender equality outcomes are a reality for adolescents. UNESCO, through the O3 Programme, will collaborate with various countries in sub-Saharan Africa, including Côte d’Ivoire, to expand and consolidate access for young people and adolescents to CSE and SRH services and to healthy, safe and inclusive learning environments. The O3 Programme thus aims to:
1. Obtain and maintain strong political commitment for access for adolescents and young people to CSE and SRH services throughout sub-Saharan Africa;
2. Support the establishment of good quality and rights-based CSE programmes;
3. Promote safe, healthy and inclusive schools and community environments for all young people;
4. Strengthen the database on CSE and safe school environments.
Implemented by the UNESCO Abidjan Office since 2018, the O3 program contributes to improving Comprehensive Sexuality Education (CSE) and responses to School-Related Gender-Based Violence (SRGBV) in Côte d’Ivoire. To this end, numerous activities are carried out with Ivorian institutions, teachers, educational supervisors, and communities, in order to achieve the objectives of the O3 program in Côte d’Ivoire. In addition, sister agencies responsible for the same theme in terms of their mission carry out certain activities together, as well as civil society. A CSE program document has been developed since 2016; in addition, a multisectoral approach to the implementation of CSE/ESVS is being developed. This is why this activity aims to develop a National ESVS Strategy, with a view to better organizing actions to promote this process for the health and well-being of young people and its sustainability in Côte d’Ivoire.

General Objective

Develop a national strategy for the sustainability of ECS/ESVS in Côte d’Ivoire

Specific objectives

• Identify all partners in favor of ECS/ESVS;
• List the initiatives carried out and those in progress for the consideration of ECS/ESVS at school and university levels or with young girls and boys, outside the formal/classical education/training system, at the national level;
• Report on the status of the initiatives (carried out and in progress), present them and generate opinions and orientations, to help mark out the ECS/ESVS implementation strategy.

TASKS TO BE PERFORMED

The contractor;
Will propose a detailed work schedule including:
 Documentary research;
 Development of a questionnaire for stakeholders;
 Meeting with stakeholders; 
Determining strategic axes;
 Development of the work plan;
 Writing draft 0;
 Development of the final document;

DURATION OF THE MISSION

• 12 weeks to carry out the activities requested from the consultant

EXPECTED DELIVERABLES

DELIVERABLE 1: Provide a methodology and a work plan/schedule;
DELIVERABLE 2: Technical report and Draft 0 of the strategy document,

DELIVERABLE 3: Planning of missions to be carried out with the different destinations
DELIVERABLE 4: Final report and National Strategy Document for ECS/ESVS in Côte d’Ivoire.

REQUIRED QUALIFICATIONS

Before applying, the candidate must ensure that they have the conditions or experiences mentioned below:
• Have a Master’s degree in education sciences or any other field
• Experience in education coordination of at least 15 years;
• Experience in ECS, GBV of at least 05 years;
• Experience in developing strategy documents and advocacy;
• Good knowledge of UNESCO;
• Good knowledge of spoken/written French;
• Good knowledge of IT tools
