UNDP’s partnership with the Global Fund, in line with UNDP’s HIV and Health Strategy 2022-2025: Connecting the Dots, makes a vital contribution to UNDP’s 2022-2025 Strategic Plan, the 2030 Agenda for Sustainable Development, and the commitment to leave no one behind. When requested, UNDP acts as the interim Principal Recipient (PR), working with national partners and the Global Fund to ensure the management, implementation, and oversight of GF grants, while strengthening health institutions and systems so that national entities can assume the PR role over time. UNDP is currently the lead recipient of the Consolidated Programme on HIV and Malaria 2025-2028. From April 2025 to March 2028, UNDP will act as the lead recipient of a consolidated grant for HIV and malaria.

Most of the interventions planned in this grant will be implemented in priority provinces based on their epidemiological burden. To this end, UNDP will establish a Project Management Unit in the UNDP office in Bata. The office will ensure that the proper management of the grant and the implementation of activities are in line with the grant agreement.

To assist the UNDP Project Management Unit (PMU) in meeting the Grant Performance Framework objectives in a timely and quality-assured manner, while complying with UNDP and Global Fund rules and regulations, UNDP Equatorial Guinea is recruiting a Logistics and Procurement Associate with experience in the pharmaceutical sector based in Bata.

Under the overall guidance and direct supervision of the PSM Analyst with experience in the pharmaceutical sector, and in close coordination with all members of the Project Management Unit (PMU) and the Country Office, the Logistics and Procurement Associate will provide support to achieve a high level of performance in procurement and supply chain management. This will be carried out in accordance with UNDP regulations, policies, and procedures, Global Fund grant agreements, and institutional arrangements with the Global Fund, working in close coordination with national stakeholders, implementing partners, the Global Fund, technical partners, United Nations entities, and other UNDP units and programs.

Scope of work 

Main functions and responsibilitiesDetailed functions and responsibilities

Provide support for the management of procurement activities

  • Effectively design and monitor the purchase plan for medicines, supplies, and reagents for implementation by national agencies (PNLS and PNLP), related to Global Fund resources in its HIV and malaria components.
  • Coordinate with the HIV and Malaria departments of the Ministry of Health and Social Welfare regarding the procurement plan for medications, supplies, and reagents approved for the subsidy (procurement planning, timing, logistics operator coordination, and others).
  • Preparation of specifications and initiation of the grant contracting process.
  • Using the UNDP Central Procurement Framework (GHSC), apply the guidelines outlined in the Interactive Process Flow Guide for Health Product Procurement, update the Health Product Procurement Planning (HPAP) tool, and prepare and submit requisition forms in a timely manner.
  • Prepare ToRs for consultancies related to the supply management area as needed.
  • Provide technical assistance in procurement management for UNDP and National Programs.

Supply chain and logistics coordination

  • Coordinate with National Programs regarding monitoring, inventory, and planning the distribution of health products.
  • Track, monitor, and evaluate the Logistics Operator, focusing on distribution, storage, delivery times, and other related activities.
  • Coordinate and follow up with the customs broker, in coordination with the PSM specialist and other CO personnel, regarding customs clearance processes.
  • Monitor the logistics operator for compliance with good receiving and storage practices, including information management with inventory records and inventory management.
  • Coordinate with the Ministry of Health and Social Welfare (HIV and malaria component) on distribution notes and follow up on transportation and delivery within the established timeframes.

Provide support with budget, inventory, and information management

  • Monitor the budget, costs, and quantities of medications, supplies, and reagents in coordination with the Administrative/Financial Associate.
  • Review information on medication, supplies, and reagent inventories and provide feedback within agreed timeframes.
  • Support the periodic monitoring of the grant POA and keep the grant PSM information updated on the intranet according to the agreed frequency.
  • Prepare, review, and track supply information (Procurement Report) in the PU/DR for timely submission to the Global Fund.
  • Prepare and review information from the supply management area according to the requirements of different organizations (FM, ALF, MCP, WHO, UNAIDS, or others).
  • Support, prepare, and participate in periodic reviews of grant information, as needed.

Collaboration and coordination with national programs to strengthen their PSM capacity

  • Support the coordination of supply management actions implemented in the area by PNLS and PNLP for HIV and/or malaria in accordance with national regulations and international best practices.
  • Support National Programs in quantifying annual needs for medicines, reagents, and supplies for the national response to HIV and malaria.

Provide support in the development and implementation of policies 

  • Participate in and support pharmacotherapeutic committees in reviewing and updating national guidelines on the definition of ARVs, reactive medications, and supplies used in the subsidy, as well as in updating therapeutic guidelines and/or malaria standards that determine the selection of health products for the country’s response.
  • Monitor the use of protocols and the rational use of health products, as established in national standards (rational use) and international best practices.
  • Stay up-to-date on information on new technologies for monitoring and implementing the HIV and malaria response (including WHO, WFTU, etc.).
  • Any other tasks assigned by the Program Manager or direct supervisor.

The incumbent performs other duties within his or her functional profile that are deemed necessary for the efficient functioning of the Office and the Organization.

Institutional arrangement

A UNDP office will be established in Bata, Litoral Province, to support the implementation and management of the Global Fund project being implemented under UNDP leadership. This position reports directly to the PSM Analyst. The Logistics and Procurement Associate, with experience in the pharmaceutical sector, together with the provincial logistics and supply chain officers, will promote a collaborative and customer-oriented approach, ensuring integration between functional areas within the PMU and supporting health system integration and capacity-building activities in the PSM area.

Minimum qualifications for successful NPSA

Minimum education requirements

  • Secondary education is a requirement, OR
  • A bachelor’s degree in pharmacy, biochemistry, biomedical sciences, biological sciences, or a related field will be considered, but is not required.
  • CIPS Level 3 is highly recommended for this position, and candidates who hold it at the time of application will have a distinct advantage. If the desired certification is not held at the time of recruitment, it must be obtained within one year of employment. Candidates who hold a CIPS certification of any lower level at the time of application will have a proportional advantage.

Minimum years of relevant work experience 

  • Minimum 7 years (with secondary education) or 4 years (with a bachelor’s degree) of progressive professional experience in the management of supplies, reagents and medications.
