Job Description

Under direct supervision/ line management of country office MEAL manager and in close collaboration with Provincial Managers and other team member the MEAL Officer will be holding leading and oversee the MEAL activity of area office all projects. Responsible to full fill all MEAL requirement of all projects of area office with (Frequent Travel to Balkh).

Duties & Responsibilities

1. Monitoring and Evaluation

·       Coordinate data collection and synthesize and analyses quantitative data from the field.

·       Update and add to the M&E field guide as necessary

·       Synthesize and analyses M&E quantitative data received monthly regarding student attendance information

·       Conduct need assessment, baseline survey, project review, end-line survey, and impact assessment of the relevant projects as per need and requirement

·       Perform spot checks on food and NFI distributions and produce progress monitoring reports

·       Conduct PDM of all projects in the target area as well as take part in monitoring and verification of the project rights holders

·       Assist in creating reports based on quantitative M&E data gathered regarding student attendance

·       Assist in creating M&E policies and procedures

·       Travel regularly to all program sites, schools, and district centres in targeted provinces to conduct spot monitoring

·       Develop and conduct a comprehensive qualitative impact assessment of IRA activity.

·       Assist in preparing timely regular monthly, mid-year, and annual progress reports on all IRA activities

·       Ensure that the M&E database is up to date with all relevant attachments.

·       Responsible for the management of the IRA M&E database, a compilation of monthly results reporting, analysis of raw data, and oversight of data quality checking.

·       Responsible for the implementation of the project M&E plan and design of related monitoring tools.

·       Responsible for personnel management of staff working under the M&E component.

·       Perform other tasks as assigned by the supervisor.

2. Reporting and Administration

·       Ensure that monitoring and information management tools are up to date and contain all relevant information.

·       Ensure that technical specialists are monitoring and disseminating project data collected by field staff in a timely manner.

·       Coordinate partner data collection and consolidation.

3. Liaison and Advisory

·       In coordination with the Project Manager, liaise with technical specialists to all official bodies involved in the implementation of project.

·       Maintain excellent working relations with partners and other contractors.

·       Assist to ensure project activities are following government rules and regulations.

Job Requirements

Education:

·       Bachelors in economics, Statistics, BBA or Relevant section.

·       Minimum 3 years of experience in the field of MEAL (Monitoring, Evaluation, Accountability and Learning)

·       Good communication skills

·       Good Computer skill

·       Good interpersonal skill

·       Proficiency in Pashto, Dari, and English

Knowledge and Skills

·       English – Fluent Written & Spoken Essential Substantial M&E experience

·       Ability to work within and meet donor deadlines and reporting requirements (e.g., quarterly, semi-annual, and annual.)

·       Excellent analytical/problem-solving skills, detail orientation, neat spreadsheet development, and fast and accurate data-capturing skills.

·       Excellent English communication skills (oral and written).

·       Thorough knowledge of MS Office, SPSS, STATA, ACESS, and other data packages

·       Ability to work in and contribute to the team building environment.

·       Ability to maintain performance and exemplary lifestyle expectations in diverse cultural contexts, psychologically stressful environments, and physical hardship conditions with limited resources.
