ADMINISTRATIVE CONTEXT
These positions are primarily located in the N’Djamena Country Office and the position holders will report to the Risk Management Officer, with a technical reporting line to the Head of the RAM Unit.
WFP in Chad operates in a challenging context, combating food insecurity and malnutrition exacerbated by conflict, climate shocks, and economic instability. The candidate will be part of the Risk Management team, ensuring that WFP operations are effective, compliant, and aligned with organizational policies and requirements.
This role requires frequent travel to field offices across Chad, often in remote and high-risk areas, to conduct various monitoring, verification, risk assessment, and compliance audit missions. This includes verifying compliance with operational procedures, internal controls, and accountability mechanisms, while identifying potential risks and recommending mitigation measures.
The candidate will collaborate with field staff and managers. Strong communication skills, cultural sensitivity, and adaptability are essential, as the role involves interacting with diverse teams and stakeholders in a complex operational environment.
This position contributes to the protection of WFP resources and ensuring effective life-saving assistance for vulnerable populations.
JOB PURPOSE
Coordinate and carry out monitoring, spot-checking and risk management activities within WFP field offices in Chad, and provide reports to support effective risk management.
MAIN DUTIES AND RESPONSIBILITIES (indicative and non-exhaustive list)
1. Conduct scheduled and unannounced monitoring visits to WFP intervention sites to ensure compliance with distribution plans, beneficiary lists and operational standards.
2.Prepare and submit detailed monitoring and verification reports, highlighting key findings, challenges, compliance issues and recommendations.
3.Verify beneficiary records against actual distributions to prevent abuse and duplication, and validate the accuracy of implementing partners’ reports.
4. Identify and report risks related to food and cash distributions.
5. Support WFP operations by mitigating operational risks through strengthened monitoring and verification practices.
6. Assess storage conditions and the quality of food in warehouses and distribution sites in order to prevent theft, diversion or deterioration of products.
7.Collaborate with the Risk Management Manager to provide evidence-based reports and propose risk mitigation measures.
8. Verify planned movements and distribution of food or non-food items, resolve routine issues and report them when necessary, to ensure that the quantities distributed and the quality of operations meet WFP standards.
DESIRED EXPERIENCE
• Have at least 5 years of experience in the field of programs (M&E)
• Facilitated communication with technical teams (nutrition, vulnerability analysis and mapping, etc.).
• Have contributed to the implementation of programs.
• Have observed or facilitated discussions on the action to be taken.
MINIMUM LEVEL OF EDUCATION REQUIRED
Education:Â Completion of secondary education. A post-secondary certificate in project management and other related disciplines.
Language:Â Have knowledge of the French language.
