Job Description

Duties and Responsibilities:

• Support the international consultant to develop the data collection tools and collect the information from the provinces.

• Review the TB epidemiology in Afghanistan as well as the current capacity of national surveillance systems to directly measure the level of and trends in TB disease burden.

• Assess progress in the national TB response, including the use of routine and innovative approaches; the status of early diagnosis (with a focus on universal drug-susceptibility testing); and systematic screening among recommended contacts and high-risk groups.

• Assess the quality of treatment for all forms of tuberculosis across all patient groups, including:

o Scaling up the latest WHO recommendations on TB, including patient access, program coverage, treatment quality, adoption of new regimens, and patient support.

o Policies and practices to ensure the rational use of medicines and effective infection control.

o Progress in collaborative TB/HIV activities and the management of co-morbidities.

o Provision of preventive treatment for high-risk groups and vaccination against TB.

o Engagement of communities, civil society organizations, international and national NGOs, and community-based organizations in addressing TB challenges.

o Partnerships with public and private care providers for TB prevention and care, within the broader framework of private sector engagement.

• Identify actions to be pursued by NTP and its implementing partners with a focus on sustainability of the program component.

• Make recommendations on priority areas and actions for the next five years period (eg MoPH, NTP, provinces, regions, technical and development partners, donors, etc)

Skills:

Language:

• Excellent written and oral English skills a necessary requirement.

• Excellent spoken and verbal skills of Pashto and Dari languages required.

Job Requirements

Qualifications

Academic Qualifications:

Degree in Medicine or Public Health. Master’s degree is an advantage

Years of experience:

• A minimum of 3–5 years of relevant experience in health systems, preferably TB control, is required with a Master’s degree; or at least 7 years with a Bachelor’s degree;

• Excellent analytical aptitude, communication, writing and presentation skills;

• Demonstrated experience of project management, drafting of quality reports and project documents, proposals;

• Good interpersonal skills motivating international and national project staff to improve their performance and understanding of local culture and customs an advantage;

• Demonstrated track record of good working experience with governments, donors, non-government and international development organizations is a must;

• Ability to function at both policy advisory and project implementation levels;

• Hands-on experience in design, implementation and monitoring and evaluation of complex health projects including GF projects;

• Previous UN/UNDP/GF work experience would be an added advantage;

• Basic computer literacy and social media skills mandatory.

• Kabul with travel to the provinces
