For every child, the right to protection

The expected results are:

    1. Strengthen the Ministry of Social Affairs project team in the planning and implementation of cash transfers, as well as in the accompanying measures needed to strengthen the social protection system;
    2. Facilitate the organization of meetings and activities of the steering committee for the child allowance program

(planning, reporting etc.)

    1. Provide technical support for the research agenda, monitoring and evaluation of the implementation of activities

of the project for which the MAS is responsible.

How can you make a difference?

1. Strengthen the Ministry of Social Affairs project team in the planning and implementation of cash transfers for children, as well as the necessary accompanying measures to strengthen the social protection system.

Tasks

-To provide technical support to the Ministry of Social Affairs, in particular the General Committee for Social Promotion.

-Support for monthly reconciliations

-Support for auditors in accessing financial data and information

  • Support with communication activities, particularly to target children with disabilities for their inclusion in the social protection system

Deliverables

  1. Detailed project implementation plan containing the schedule of planned activities, sub-activities, their

descriptions, activity managers, stakeholders involved;

  1. Financial tracking spreadsheet updated regularly
  2. Table for tracking communication activities with beneficiaries

– Provide technical support to the Ministry of Social Affairs, particularly the General Committee for Social Promotion.
– Support monthly reconciliations.
– Support auditors in accessing financial data and information.
– Support communication activities, particularly targeting children with disabilities for their inclusion in the social protection system.
Deliverables
: a) Detailed project implementation plan including the schedule of planned activities, sub-activities, their
descriptions, activity managers, and stakeholders involved;
b) Regularly updated financial monitoring table ;
c) Monitoring table of communication activities with beneficiaries.

2. Facilitate the organization of meetings and activities of the steering committee for the child allowance program
(planning, reporting, etc.)

Tasks
– Support the relevant departments in implementing the cash transfer program
– Facilitate communication and coordination between partners, particularly the World Bank and the
European Union, the Ministry of Social Affairs, and other relevant ministerial departments. Deliverables:
a) Specific technical activity sheets describing the planned activities, their objectives, context, and expected results;
b) Reports of the various consultations/meetings with partners

3. Provide technical support for the research agenda, monitoring and evaluation of the implementation of
project activities for which the MAS is responsible.

Tasks
– Support the teams in charge of analyses and research
– Ensure the monitoring of data collection
– Prepare and submit reports to partners on project implementation and the products of the
ongoing research agenda.
Deliverables
a) Project monitoring and evaluation plan containing a detailed budget monitoring plan
b) Regularly updated financial monitoring table
c) Monthly/quarterly reports on the progress of ongoing analyses for project implementation, including field visit reports;

To qualify as an advocate for every child you will have…

Minimum requirements:

  • PhD in management, sociology, economics, social sciences, social work or other relevant discipline
  • Proven analytical and coordination skills
  • Prior work experience in the field of social protection, and in particular in the field of child welfare (at least 4 years of experience is required…)
  • Strong writing skills (summary notes, evaluation reports, etc.)

Characteristics of past professional experiences

  • Experience in implementing “Cash Transfer” programs in Tunisia
  • Fluency in Arabic and French
  • Experience with one of the United Nations agencies would be an asset
