BACKGROUND
Education is a fundamental human right and a global public good with the potential to transform the lives of individuals, communities, and the planet. UNESCO’s Education Sector provides global and regional leadership to ensure that everyone has access to quality education throughout life.
Within the framework of the Education Program in Peru, the UNESCO Office and the Anglo American Quellaveco Association signed an agreement in 2024 to implement the UNESCO-Quellaveco-Reimagina 2024-2027 Project. This project, being carried out in the Moquegua region, aims to improve the learning outcomes of 12,000 students, consolidating the region’s position among the best in the country. It promotes innovative active learning methodologies that enrich students’ academic experience, life plans, and socio-emotional and digital skills, contributing to the development of their communities.
In this context, the UNESCO Office in Peru requires the services of a Pedagogical Specialist for the UNESCO-Quellaveco-REIMAGINA Project, hereinafter “the Project”.
GOALS
Provide pedagogical assistance to the Reimagina Project Coordinator in the implementation of activities in schools, coordinating, managing and articulating the functions of advisors for change and linkage with the schools of the Project, as well as providing technical assistance to authorities and specialists of the DREMO and UGELs of the Moquegua region.
Within the framework of the 2026 implementation of the activities and projects of the Education Sector of the UNESCO Office in Peru and under the authority of the Head of the Office and the direct supervision of the Education Coordinator, as well as the Project Coordinator, the individual consultant, in their capacity as a pedagogical specialist, shall perform the following functions:
3.1. Pedagogical assistance
1. Prepare a specific work plan for the activities to be carried out in the schools, at the task level, with a timeline, responsible parties, and resources needed for its implementation. The work plan will be validated by the Project Coordinator.
2. Coordinate with educational institutions, local authorities, and other stakeholders to ensure the implementation of the Project’s change management support services, supervising and organizing related activities in the educational institutions.
3. Prepare a presentation detailing the pedagogical and training intervention to be carried out in the educational institutions. The presentation must include the timeline and the intervention monitoring tools. This presentation will be validated by the Project Coordinator and the Sector Coordinator, and then presented to the Regional Directorate of Education (DREMO), Local Education Management Unit (UGEL), and the educational institutions.
4. Identify the technical and programmatic needs required in the targeted educational institutions for the implementation of their educational projects.
5. Monitor the appropriate and effective use of the materials and professional resources allocated as part of the educational projects fund.
6. Request the presence of experts within the framework of the Project, as well as organize working groups or other spaces that contribute to the development of pedagogical strategies.
7. Accompany the directors of the Project’s Local Education Management Units (UGELs), as well as the directors and teachers, in their participation in the training programs that will be implemented in the participating educational institutions.
8. Provide technical assistance to the authorities and specialists of the Regional Directorate of Education (DREMO) and UGELs according to defined priorities and the annual work plan approved by the Program.
9. Facilitate communication and the exchange of best practices among the participating educational institutions.
10. Systematize the educational projects designed with active methodologies, especially in Project-Based Learning (PBL).
11. Promote the relationship between schools and the community for the development of educational projects with social impact.
12. Monitor the strengthening of management and teaching teams so that they can develop a process of school transformation, building their capacities in the training programs provided by the Project.
13. Coordinate closely with the Project Assistant the logistics of training, academic, and other activities and meetings.
14. Develop proposals for advocacy and visibility activities for the various Project actions, both within the educational institution and at the regional level.

3.2. Coordination with the Change Advisors
1. Coordinate and monitor the change advisors in the implementation of their activities within the framework of their respective plans. Review and validate the change advisors’ deliverables.
2. Establish the criteria and standards for the performance evaluation of change advisors and other professionals involved in the Project’s implementation.
3. Conduct a semi-annual evaluation of the change advisors, determining their continued employment or adjustment.
4. Supervise the performance and quality of the training activities, verifying the completion of activities, and the presentation and approval of deliverables.
5. Monitor the execution of the Project’s pedagogical and training activities, ensuring they consider the four principles: active learning, technological appropriation, interactive alternation, and life project development.
6. Ensure the implementation of strategies, in collaboration with educational management bodies, to promote the participation of teachers and administrators in the calls for proposals developed to achieve the programmed activities.
7. Promote pedagogical innovation by introducing new teaching practices, technologies, or approaches in educational institutions.
8. Develop a proposal to present the progress of the network’s projects and activities at the Reimagina Festival.
3.3. Report Preparation
1. Develop specific products, monitoring reports, and reports on the implementation of the Project’s pedagogical and training activities in the region.
2. Consolidate the school visit logs of the change advisors and their reports as inputs and evidence to be included in the quarterly reports.
3. Prepare preliminary quarterly reports on the pedagogical and training activities carried out during this period, including process analysis, lessons learned, and recommendations for adjustments, if necessary.
4. Systematize the Project’s pedagogical and training activity information, using standardized language, as input for the quarterly reports.
5. Disseminate pedagogical achievements, progress, and challenges through articles, notes, or online publications, in close coordination with the Project’s communications officer.
3.4. Teamwork
1. Foster a positive team spirit, a collaborative atmosphere, and a collaborative work environment that contributes to the overall performance and success of the Project.
2. Provide regular feedback on performance in implementing the established objectives and ensure an adequate flow of information and its exchange among team members through regular meetings and workshops.
3. Participate in and regularly contribute to Project team meetings under the Coordinator’s leadership, as well as, when appropriate, to the Education team meetings of the UNESCO Peru Office under the Education Coordinator’s leadership.
4. Maintain regular exchange and feedback sessions with the Project Coordinator, in addition to contributing to the overall performance of the UNESCO Peru Office.
5. Promote the articulation and interaction of projects from their educational institutions with projects from other educational institutions, generating synergies and enhancing their impact.
3.5. Other functions
1. Actively support the organization of the Reimagina 2026 Festival, for the presentation of projects and in any necessary coordination aspects.
2. Actively support the organization of the Pedagogical Congress 2026, as well as any academic activity, in the coordination and management aspects that may be necessary.

(*) As part of Product 1, the consultant must submit certificates for the United Nations Security – BSAFE ( https://training.dss.un.org/) , Protection Against Sexual Exploitation and Abuse – PSEA ( https://agora.unicef.org/) , and Ethics and Integrity ( https://inspira.un.org/)
courses . Any partial or complete products to be published and/or disseminated as official UNESCO material must be validated/approved by the Organization. These products must include a table of contents, as well as drafts and/or the final draft. UNESCO validation and approval will be carried out by the Program Specialist with prior authorization from the Office Director.
Payments are made upon presentation and approval of the products. The management specialist is obligated to report within the established deadlines and attach all required annexes and forms.
REQUIREMENTS
Education
● Bachelor’s degree in Education, Social Sciences and Humanities, or related areas,
● Completed postgraduate studies in education, social sciences, human sciences or related areas (desirable).
Work Experience
● More than 10 years of professional experience.
● 8 or more years of teaching experience.
● 5 or more years of experience in educational projects, as an advisor, mentor, pedagogical monitor, or technical assistant; including experience as a pedagogical specialist in centralized or decentralized educational institutions.
● Experience in 4 or more educational programs or projects in management positions such as manager, coordinator, director, or similar.
Languages
● Spanish (native speaker level)
CONSULTANCY DEVELOPMENT LOCATION
The consultancy will be developed in the Moquegua region and requires that the selected professional have a domicile or residence in the city of Moquegua, or the willingness to move to said city.
TRIPS
The professional must be available to travel within and outside the country, according to the needs of the Project. Travel costs will be covered by the Project, in accordance with UNESCO’s internal regulations.
The planned trips are as follows:
Trip 1: Project team induction workshop, 5 days, to be held in August.
Trip 2: Planning review and update, 5 days, to be held in November.
DURATION
The contract will have a duration of eleven (11) months, subject to budget availability and performance evaluation. The contract does not include any expectation of renewal or conversion to another type of contract, nor does it include coverage for medical services.
