CONTEXT

Climate change has adverse effects on agricultural and food systems. It affects the world’s most food-insecure people, most of whom live in countries prone to extreme weather and facing high levels of environmental degradation.

Climate-related risks to food security, nutrition, and livelihoods are increasing alongside our ability to predict them. However, despite advances in early warning, acting early enough to anticipate the impacts of climate risks remains a major challenge. In response, organizations such as WFP are implementing or have implemented early warning and anticipatory action (EWA) systems—innovations that use climate forecasts and other related information to trigger anticipatory action before a shock occurs.

Anticipatory actions serve to prevent and mitigate, as far as possible, the impact of extreme weather events on the food security and nutrition of the most vulnerable populations. WFP’s AA portfolio currently includes 28 countries where, in collaboration with national and local partners, WFP implements projects aimed at linking early warning systems to integrated anticipatory actions in national risk management for natural disasters such as droughts, floods and cyclones.

In the coming years, WFP will continue to strengthen existing early warning efforts in Chad. WFP, in collaboration with its national and local partners, aims to operationalize and integrate early warning systems into national risk management plans for natural disasters such as droughts and floods. Collaboration and partnerships with regional and national government institutions, humanitarian and development organizations, and scientific and research institutions are essential for strengthening and implementing early warning systems at scale.

With this in mind, WFP is seeking to recruit a Programme Policy Officer with specialized skills in climate risk information and experience in early warning systems, AA, and disaster preparedness to support WFP’s AA projects in Chad. This individual will provide technical and operational support and liaise with partner agencies, government entities, and scientific institutions to strengthen coordination and advocacy efforts for the approach.

JOB OBJECTIVES

The main objective of this position will be to support the implementation of the AA, in line with national efforts to strengthen early warning systems, while integrating the country office’s other climate risk financing initiatives, as well as social protection and resilience programs.

KEY RESPONSIBILITIES (non-exhaustive)

1. Provide technical and operational expertise for project management and delivery of deliverables related to AA preparation and implementation, ensuring a coordinated approach with other programs, in accordance with WFP standards and procedures.

2. Support coordination with internal and external stakeholders on climate risk management and AA for drought and floods, to ensure effective collaboration and to monitor ongoing projects.

3. Facilitate the planning and implementation of capacity building for WFP staff, partners and stakeholders.

4. Contribute to the development of projects, plans and processes, ensuring their alignment with the general policies and directions of the program.

5. Contribute to the preparation of accurate and timely reports on programs and activities, to enable informed decision-making and ensure consistency of information presented to stakeholders.

6. Support the Emergency Preparedness, Response & Anticipatory Action (EPR & AA) unit in its cross-functional tasks, such as managing partnerships and the distribution cycle.

7. Any other required tasks.

DESIRED EXPERIENCES FOR ACCESS TO THE POSITION

  • Experience in emergency preparedness and/or preparedness, and technical knowledge of climate or related services.
  • Experience coordinating with government departments in functional areas related to anticipatory action and/or emergency preparedness.
  • Experience working collaboratively with a wide range of humanitarian actors, including governments, NGOs, UN agencies, civil society, etc.
  • Experience in project management and implementation.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS

Education :

Have an advanced university degree, preferably in social sciences, public administration, international law, international relations/development/affairs, environmental sciences or any other field relevant to international development assistance, or a first university degree with additional years of relevant professional experience and/or advanced training/courses.

Experience :

Have at least three years of relevant experience in the field of anticipatory action and/or emergency preparedness, capacity building and/or coordination with relevant technical services, or in related fields with the master’s degree or 5 years with the bachelor’s degree.

LANGUAGES :

Proficiency (level C) in French and intermediate level (level B) in English
