BACKGROUND
Education is a fundamental human right and a global public good with the potential to transform the lives of individuals, communities, and the planet. UNESCO’s Education Sector provides global and regional leadership to ensure that all children, young people, and adults have access to quality lifelong learning.
Within the framework of the implementation of the Education program in Peru, the UNESCO Office and the Quellaveco Association signed an agreement in 2024 to implement the UNESCO-Quellaveco-REIMAGINA Project from 2024 to 2027. This project is being carried out in the Moquegua Region and aims to improve the learning outcomes of 12,000 schoolchildren and consolidate the region’s position among the best in the country. The project promotes innovative active learning methodologies that enrich students’ academic experience, their life plans, and their socio-emotional and digital skills, as well as contribute to the development of their communities. In this context, the UNESCO Office in Peru is seeking to hire a Project Assistant to assist the Coordinator in the implementation of the UNESCO-Quellaveco-REIMAGINA Project, hereinafter referred to as “the Project.”
GOALS
To ensure the operational, administrative and financial management of the REIMAGINA Project, guaranteeing the timely fulfillment of the POA, the application of UNESCO’s administrative standards and the timely provision of goods and services necessary for the implementation of the project activities.
Within the framework of the implementation of the 2026 activities and projects of the Education Sector of the UNESCO Office in Peru, and under the authority of the Head of the Office and the direct supervision of the Coordinator of the Education Sector and the Coordinator of the REIMAGINA Program, the individual consultant shall perform the following functions:
3.1. Operational management of the project.
1. Develop, update, and monitor the Project’s Annual Operating Plan (AOP) and Annual Procurement Plan (APP), defining activities, goals, performance indicators, responsible parties, and resources necessary for their execution.
2. Continuously monitor compliance with deadlines, milestones, and operational schedules.
3. Consolidate information on progress, gaps, and delays in the AOP to issue early warnings and propose immediate corrective measures.
4. Prepare operational progress reports that reflect the Project’s progress toward its goals.
5. Coordinate and ensure the availability of the necessary material, logistical, and human resources for the execution of activities.
3.2. Administrative management of the project
1. Manage the project budget, ensuring the correct and timely execution of allocated financial resources.
2. Prepare, update, and consolidate budget execution reports to support decision-making.
3. Ensure strict adherence to UNESCO’s administrative, financial, and procurement regulations in all project processes.
4. Manage the acquisition of goods and services, guaranteeing compliance with institutional procedures.
5. Monitor administrative processes, technical support, payments, deliverables, and required documentation.
3.3. Risk management, decision support and institutional coordination
1. Identify operational risks that may affect compliance with the Annual Operating Plan (AOP) or the execution of the Project, proposing and implementing preventive and corrective measures.
2. Prepare timely operational and financial analyses to facilitate strategic decision-making.
3. Develop and maintain up-to-date progress reports, monitoring matrices, and executive summaries.
4. Promote a collaborative and high-performing environment based on transparency, shared responsibility, and a results-oriented approach.
At the request of the Education Sector Coordinator and under their supervision, perform the following tasks:
a) Collaborate in the organization of and participate in activities related to UNESCO’s mandate, such as seminars, workshops, discussions, and presentations.
b) Participate in UNESCO Office meetings.
c) Carry out other activities required by the Sector or the Representation.

(*) As part of Product 1, the consultant must submit certificates for the United Nations Security – BSAFE (https://training.dss.un.org/), Protection Against Sexual Exploitation and Abuse – PSEA (https://agora.unicef.org/), and Ethics and Integrity (https://inspira.un.org/) courses.
Any partial or complete products to be published and/or disseminated as official UNESCO material must be validated/approved by the Organization. These products must include a detailed table of contents, as well as drafts and/or the final draft. UNESCO validation and approval will be carried out by the Program Specialist with prior authorization from the Office Director.
Payments are made upon presentation and approval of the products. The change advisor is obligated to report within the established deadlines and attach all required annexes and forms.
REQUIREMENTS
Education
• Bachelor’s degree in Administration, Political Science, Communication, Sociology, Industrial Engineering, Secretarial Studies.
• Desirable: Master’s degree or studies.
• With studies completed in a discipline relevant to the field of work of the Project.
Work Experience
- Five years of experience in the practice of their profession, in the public and/or private sector.
- Minimum of five (5) years of specific work experience related to administrative management, planning and/or project management.
- Experience of two or more years in social development programs or projects or related fields.
- At least two experiences of participation in social responsibility programs or projects.
Languages
• Spanish (native language level)
CONSULTANCY DEVELOPMENT LOCATION
The consultancy will be developed in the Moquegua region and requires that the selected professional have a domicile or residence in the city of Moquegua, or the willingness to move to said city.
TRIPS
The professional must be available to travel within and outside the country, according to the needs of the Program. Travel costs will be covered by the Project, in accordance with UNESCO’s internal regulations.
Trip 1
Review and update of the planning, duration 5 days; to be carried out in August 2026
Trip 2
Annual evaluation, duration 5 days; will be held in November 2026
DURATION
The contract will have a duration of eleven (11) months, subject to budget availability and performance evaluation. The contract does not include any expectation of renewal or conversion to another type of contract, nor does it include coverage for medical services.
