BACKGROUND

UNESCO’s global mission is to promote international cooperation in education, science, culture, and communication as a means to build peace, foster dialogue among cultures, reduce poverty, and achieve sustainable development. In the area of ​​culture, the two main areas of focus are the protection and safeguarding of cultural and natural heritage, and the support of the arts and creativity.

In accordance with this global mandate, the UNESCO Office in Peru supports and contributes to the management and preservation of the country’s cultural and natural heritage through technical assistance and strategic projects. In partnership with the Korea International Cooperation Agency (KOICA), it is implementing the project “Establishing a Circular Economy for Sustainable Tourism in the Cusco Region, Peru” (2025–2032). This project is being carried out in the Cusco Region, specifically in the provinces of Urubamba and Cusco, and aims to promote sustainable tourism and contribute to heritage protection by strengthening the management of inorganic solid waste and fostering behavioral change in local communities and among tourists. The project will be implemented by the UNESCO Office in Peru and the Project Management Consulting (PMC) firm.

The Cusco region presents rapid population growth, high tourist pressure and inadequate solid waste management, generating environmental challenges, both for the quality of life of the residents and for the conservation of its three World Heritage sites.

The project explores solutions to address these challenges over the next seven years, applying differentiated strategies based on the types of inorganic solid waste generators. It also employs a cross-sectoral approach and Behavior-Centered Design (BCD) methodology to transform habits into sustainable practices.

The Monitoring Analyst will provide the service in Cusco and will report directly to the Waste and Circular Economy Specialist and the Project Coordinator, ensuring effective management aligned with the Organization’s objectives.

AIM

The objective of the consultancy is to provide specialized technical follow-up in the monitoring and evaluation of the project, through the systematic collection of information, verification of sources, updating of indicators and preparation of periodic reports that facilitate decision-making and the fulfillment of programmed goals.

MAIN FUNCTIONS AND RESPONSIBILITIES

Within the framework of the implementation of the activities and/or projects of the Culture Sector of the UNESCO Office in Peru and under the authority of the Head of the UNESCO Office in Peru and the direct supervision of the Specialist in Waste and Circular Economy, the Monitoring Analyst shall:

1. Implement mechanisms to monitor the project’s technical progress, in accordance with the approved logical framework. Tasks include:
• Applying monitoring tools to record progress on activities and milestones, ensuring their alignment with the agreed-upon indicators.
• Consolidating the technical information provided by the project team, consultants, and counterparts, organizing it into matrices and databases for analysis, in coordination with the administrative assistant.
• Monitoring the project’s technical commitments.

2. Prepare verification source dossiers according to the products and results established in the project’s PRODOC. Tasks include:
• Systematizing verification sources and implementation evidence (reports, photographs, minutes, participation records), organizing them according to the established criteria.
• Digitally organizing the physical files and supporting documents for each deliverable, classifying them by product, result, and indicator, to ensure documentation traceability.

3. Support the identification and monitoring of indicators. Tasks include:
• Contributing to the generation of monitoring indicators and preparing their respective technical data sheets.
• Implementing monitoring and control tools that allow for the monitoring, evaluation, and assurance of the timely completion of planned products and activities.

4. Prepare technical and narrative progress reports based on validated information to contribute to project monitoring. This includes:
• Preparing executive summaries, internal presentations, and periodic progress reports to facilitate decision-making and foster continuous feedback from the coordinating team.
5. Other duties as assigned by the project coordinator, in coordination with the Waste and Circular Economy Specialist and with the authorization of the National Culture Officer.

The professional, under the supervision of the Coordinator of the Culture Sector of the UNESCO Office in Peru, the Project Coordinator and the Specialist in Waste and Circular Economy, must rigorously guarantee the effective implementation of the activities and the efficient management of the schedule by preparing the following deliverables:

Any partial or complete products to be published and/or disseminated as official UNESCO material must have the Organization’s validation/approval. These products must include a table of contents, as well as drafts and/or the final draft. UNESCO’s validation and approval will be carried out by the Program Specialist with prior authorization from the Office Director.

REQUIREMENTS

Education

  • University degree in Administration, Economics, Engineering, Social Sciences, Project Management or related fields.
  • Specialization or postgraduate studies in project monitoring and evaluation, strategic planning, results-oriented project management, or information systems for decision making.

Work Experience

  • Minimum three (03) years of general experience in functions related to the implementation, monitoring or evaluation of development, environmental, social or international cooperation projects.
  • Minimum two (02) years of specific experience in the design and application of monitoring instruments, monitoring of indicators, preparation of monitoring matrices and/or management of verification sources in multisectoral or territorial projects.
  • Desirable prior experience in international cooperation projects with components of sustainability, circular economy, tourism or solid waste management, especially in areas with sociocultural diversity.

Languages

  • Spanish is my native language.
  • Spoken and written English

Others

  • Residing in Cusco or availability to relocate during the consultancy period.
  • Ability to write reports and summaries.
  • Proficiency in using computer tools for data analysis (advanced Excel, Power BI, Google Data Studio or others), as well as in preparing technical reports.

TRIPS

This consultancy does not require travel.

DURATION

The contract will have a duration of 11 months, subject to budget availability and performance evaluation. The contract does not include any expectation of renewal or conversion to another type of contract and does not include coverage for medical services.
