Mission and objectives
As the United Nations’ lead international development agency, UNDP works in 170 countries and territories to eradicate poverty and reduce inequality. We help countries develop policies, leadership skills, partnership capacity, institutional capacity, and resilience to achieve the Sustainable Development Goals. Our work focuses on three areas: modernizing institutions, quality public services, peace and social cohesion, inclusion, sustainable green growth, sustainable natural resource management, climate resilience, and disaster risk. UNDP was born from the merger of the United Nations Expanded Programme of Technical Assistance, established in 1949, and the United Nations Special Fund, established in 1958. UNDP, as we know it today, was established in 1965 by the United Nations General Assembly. UNDP’s mandate is to end poverty, build democratic governance, the rule of law, and inclusive institutions. Through its programming cycle (CPD 2024-2026), aligned with the national priorities of the Government Roadmap, the United Nations Sustainable Development Cooperation Framework (CCDD 2023-2026), and the Sustainable Development Goals (SDGs), and in collaboration with all development partners, UNDP Togo assists the government in addressing the development challenges facing the country in an integrated manner. This support is structured around four pillars: – Modernization of institutions and quality of public services; – Peace and social cohesion; – Inclusive, sustainable green growth; – Sustainable management of natural resources, resilience to climate change and disaster risks. In order to strengthen its Governance pillar team, the UNDP Country Office in Togo is seeking to recruit a specialist in social cohesion and conflict prevention. Benin, Burkina Faso and Togo share long borders (approximately 141 km between Burkina and Togo; approximately 376 km undemarcated between Benin and Burkina Faso and approximately 644 km between Togo and Benin) whose junction zone between the three countries is subject to numerous social and security concerns. The border areas between the three countries have the particularity of being all very far from the decision-making centers located in the capitals. Border and cross-border dynamics remain marked by population movements for social and economic reasons, including trade,and protection reasons (to find refuge to respond to community conflicts). UNDP supports the government on several initiatives and mechanisms for preventing violent extremism and conflict prevention. For example, two projects are underway, namely the prevention of violent extremism in the border areas of Benin, Burkina Faso and Togo and the Atlantic Corridor project which covers Benin, Burkina Faso, Ivory Coast, Ghana and Togo. Furthermore, in order to act on the root causes of conflicts and radicalism, the office is strengthening its support to the government on prevention and social cohesion actions in communities. This is why the office is looking to recruit a UNV specialist in prevention and social cohesion.

Task Description
Under the authority of the Resident Representative and under the direct supervision of the Governance Programme Officer, the United Nations Volunteer, Social Cohesion and Prevention Specialist will undertake the following tasks: Advisory support – Produce analyses based on the socio-political context in relation to peace and security and risk prevention; – Provide the office with strategic advice based on the requirements of SDG16, the orientations of the UNDP Strategic Plan and the UNDP Governance offer for Africa; Operational implementation – Ensure capacity building of state and non-state partners on issues of social cohesion and risk and conflict prevention; – Based on the defined orientations, support the implementation of projects for the prevention and promotion of social cohesion; – Identify areas of support and intervention relating to the theme of prevention and social cohesion; – Support the implementation and monitoring of prevention and social cohesion projects; – Participate in the organization of project reviews; – Support project teams on operational guidelines for the proper implementation of activities; Management of strategic partnerships and resource mobilization – Participate in strengthening partnerships with United Nations System Agencies, international financial institutions, government entities, bilateral and international donors; – Design and formulate project proposals relating to risk prevention and social cohesion; – Support the monitoring of liaison with the Government, multilateral and bilateral agencies and Civil Society Organizations with a view to developing operational partnerships and mobilizing resources; – Assist in identifying sources for mobilizing additional financial resources to support projects and with a particular focus on projects in the social cohesion and risk prevention sector; – Support knowledge development and sharing within the UNDP office, focusing on achieving specific results, namely contributing strongly to knowledge networks and communities of practice, ensuring knowledge sharing within the office – Support the production of the Women, Youth, Peace and Security newsletter – Participate in partner, NGO and stakeholder meetings.
