Job Description

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Transitional authorities officially launched on February 8, 2024, the Roadmap for the effective integration of the gender dimension into the electoral process and political and administrative reforms in Mali.

This launch is the culmination of an inclusive and highly participatory process that began in 2023, resulting from close collaboration between the Ministry of the Promotion of Women, Children and Families and the Ministry of Territorial Administration and Decentralization, civil society organizations, particularly women’s organizations, with the support of technical and financial partners and the United Nations, with a view to supporting the Transition’s vision for gender integration in the electoral process and political and administrative reforms.

The Roadmap is aligned with the vision of the National Gender Policy and its principle of “integrating gender as a principle of good governance.” It is structured and aligned with the Strategic Framework for State Reform ( CSRE) 2022-2031, whose vision is “a new, well-governed, secure, and stable Mali, committed to sustainable development, social cohesion, and respectful of human rights and socio-cultural values.”

Its three-year Action Plan 2024-2026 is structured around three (03) components:

  • taking gender into account in the dynamics of institutional and administrative reforms;
  • increased participation of women in elections and access to decision-making bodies;
  • monitoring the implementation of the Roadmap.

The Ministry for the Promotion of Women, Children and Families (MPFEF), the ministerial department that oversees the implementation of the Roadmap, has extracted a plan of priority activities over eighteen (18) months (February 2024 to July 2025). 

The implementation of this Priority Action Plan is supported by UN Women and UNDP within the framework of the Elections and Reform Support Project in Mali (PAREM). It is within this framework that UN Women is recruiting a National Consultant specializing in communication. 

DESCRIPTION OF TASK / DELIVERABLES AND DURATION OF THE MISSION

The National Communication Consultant will provide technical support to the Ministry of Women’s Empowerment, Family and Children (MPFEF) and UN Women. Specifically, they will be responsible for developing a communication plan, radio spots, and television spots. 

Job description: 

Under the general supervision of the MPFEF and UN Women, and under the technical supervision of the Coordinator of the UN Women Governance and Women’s Leadership Unit; the National Consultant will perform the following services:

  1. Production of a communication plan

    One (1) communication plan (in French) for a media campaign to encourage women’s participation, promote gender equality within the framework of institutional and administrative reforms, and  increase women’s participation in elections and access to decision-making bodies.  The communication plan must include the production of radio spots, television commercials, 12m² posters, banners, flyers, awareness leaflets, stickers, T-shirts, caps, notepads, and pens.

    Duration Maximum 60 seconds per spot
    Content Promoting citizen participation, encouraging peaceful voting, and strengthening women’s participation, empowerment, and representation in public life, politics, governance, and electoral processes. The content will also highlight major advances in gender equality within the framework of ongoing reforms.
    Scripts Script validation with the project coordination team. UN Women will provide a catalogue of relevant extracts from the collection of legal texts relating to gender equality, which will be made available to the agency for reference and guidance. This catalogue will also include measures and mechanisms consistent with relevant international instruments in the electoral context, as well as in the country’s institutional and administrative reforms. The service provider must develop the script professionally and in a way that is engaging for the audience.

    Content : Promote civic engagement and peaceful voting, while strengthening the role of women in governance and electoral processes. Highlight progress on gender equality in the context of ongoing reforms.
    Scripts : Validation of scripts in collaboration with the project team.

    UN Women will provide a catalogue of legal references (national texts and international instruments relating to gender equality) to guide the drafting.

    The service provider will need to design clear, professional and attractive scripts for the general public.

    Visual identity  : Consistency with the theme: The televised public service announcement will use the visual identity of UN Women and the PAREM project, as well as that of the government, to open and close the message. INSURANCE AND MEDICAL COVERAGE 

The SSA contract includes all costs (all inclusive); the Organization will not assume any costs or benefits beyond the remuneration for services. Therefore, it is the consultant’s responsibility to obtain medical insurance for the duration of the contract, and it is recommended that this insurance include coverage for illnesses related to COVID-19. International medical coverage is required in cases where the contract involves international assignments or missions. 

If the consultant is selected for this vacancy, they will be required to provide proof of their medical coverage within the first month of the contract.

The selected individual will maintain ongoing coordination with the supervisor for the effective execution and development of the products requested in these terms of reference and will provide the information requested within the framework of the terms of reference.

The consultant will work in Bamako (at their home and/or at the UN Women office according to the requirements of the UN Women Governance Unit) for 20 days .

Academic qualifications and experience 

  • University degree in communication, audiovisual, or equivalent;
  • Video production specialist with at least 5 years of experience;
  • Proven experience (less than 5 years) in sound recording, mixing and post-production;
  • At least 5 years’ experience in managing similar projects;
  • Be a high-level professional with a minimum of 03 years of proven experience in understanding and analyzing gender dynamics;
  • Strong ability to produce clear reports with in-depth analysis and strategic recommendations in French in relevant areas;
  • Having worked with the MPFEF, the United Nations System or any other international organization will be considered an asset.

LANGUAGE:

  • Fluency in written and spoken French is required. 
  • Knowledge of other national languages ​​would be an asset;
  • Knowledge of one of the official languages ​​of the United Nations would be an asset

Quality of the proposed technical solution for completing the tasks  :
