Organizational context :
UN Women, based on the vision of equality enshrined in the UN Charter, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace and security.
In the Central African Republic (CAR), UN Women has been working since August 2015 with the Government, National Institutions, academic institutions, civil society and the media and the United Nations country team to advance the gender equality and women’s empowerment agenda through the implementation of national and international commitments.
Indeed, the Central African Republic (CAR) has committed to promoting gender equality and women’s empowerment, and despite recurring military and political crises and fragile security, remarkable progress has been made, particularly in improving the normative and institutional framework for promoting gender equality and women’s empowerment. The country has ratified several international conventions on gender equality and women’s empowerment, notably the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). The law establishing parity between men and women in the CAR, promulgated on November 24, 2016, requires the creation of a national observatory for parity and a Ministry dedicated to promoting gender equality. The legal framework is generally favorable, but the lack of its implementation hinders the momentum undertaken by the Government. However, several challenges remain. CAR’s Gender Inequality Index (0.672), ranking the country 166th out of 193 countries worldwide, shows us that much effort needs to be made to contribute to achieving the SDGs, especially SDG 5, by 2030, as experience has shown that gender-based discrimination leads to lower economic growth, more poverty, weaker governance and a lower standard of living.
In the Central African Republic, the Ministry in charge of promoting gender equality, protecting women, families, and children (MPGPFFE) is the institutional framework for equality policies and ensures the coordination of the gender sector. Despite the existence of a revised National Equality and Equity Policy (PNPEE) for the period 2019-2024, the institutionalization of gender focal points (PFGs) in all ministerial departments, and the strengthening of the national coordination mechanism, the MPGPFFE’s capacity for mobilizing and coordinating gender efforts remains weak. In terms of institutional weaknesses, staff and financial resource shortages are among the main causes. This situation does not allow for the creation of lasting alliances at both the national and local levels for the promotion of women’s rights, given that even mechanisms with transformative potential that were put in place, such as protection committees, have ceased to exist with the projects implemented by Technical and Financial Partners and NGOs.
Furthermore, the women’s movement is mobilizing in a fragmented way to demand women’s rights. Links between grassroots women’s rights groups and associations and national women’s networks must be strengthened to increase representation and ensure that high-level advocacy is more inclusive and meets the specific needs of Central African women and girls in rural areas.
As part of the implementation of its Strategic Note in the Central African Republic, UN Women will receive funding from the European Union Delegation to the Central African Republic for the implementation of the project “MOUNGO MABOKO – Support to the Government of the Central African Republic for the promotion of gender equality and the empowerment of women” for a period of three years. The concerted efforts of the European Union Delegation and UN Women aim to strengthen the effective integration of gender equality into national laws, policies, and strategies, as well as their implementation, through institutional support for the national gender agenda. This project is aligned with the National Development Plan and is intended to generate transformative and lasting change.
To support the project’s operationalization, technical assistance is being provided to the Ministry of Gender Promotion to assist in the development and implementation of gender policies, strategies, and programs, and to facilitate coordination among and with stakeholders. This technical assistance will support the Ministry of Gender Promotion and Women’s Empowerment (MPGPFFE) by providing technical expertise (Gender Analyst) to continue awareness-raising and outreach activities on women’s rights for the general public, including through the celebration of statutory days. The technical assistance staff, who are UN Women staff, will be based at the Ministry of Gender Promotion.
Under the authority of the National Programme Coordinator, the Gender Programme Analyst provides support for the effective management of UN Women programmes in the areas of coordination by contributing to the design, formulation, implementation, and evaluation of Moungo Maboko programmes and will be responsible for implementing the UN Women mandate. The Gender Programme Analyst supports the delivery of UN Women programmes by analyzing the results achieved during implementation and supporting the proper application of systems and procedures. The Programme Analyst works closely with the programmes and operations team, UN Women headquarters staff, government officials, multilateral and bilateral donors, and civil society to ensure the successful implementation of UN Women programmes within the portfolio.
He/she will be required to carry out the following tasks and responsibilities with a degree of autonomy:
Scope of work:
To contribute technically to the development of program strategies in order to offer technical expertise to the MPGPFFE so that it can effectively play its role in implementing laws and policies, coordinating and advocating in the areas of promoting gender equality.
- Support the operation of the technical assistance mission with the national party;
- Support the design and dissemination of a project communication plan and communication and awareness-raising tools (brochures, videos, broadcasts, guides, etc.) on legal texts in national languages and the use of local means, such as community radio, caravans, plays and other forms of cultural and artistic expression;
- Support the strengthening of the technical capacities of the Agents and managers of the Ministry including decentralized services;
- Support the organization of a national seminar for social workers with the participation of all managers and decentralized agents of the Ministry of Gender Promotion, Protection of Women, Family and Children in Bangui;
- Support the operationalization of the sectoral coordination committee for the Gender, GBV and Women, Peace and Security sector;
- Supporting the celebration of statutory days (March 8, Rural Women’s Day, CSW, International African Women’s Day, 16 Days of Activism, Family Day, etc.);
- Supporting the National Programme Coordinator in drafting and disseminating country and international mandate reports, as well as in holding roundtables to mobilize funds for sector actions and to monitor the implementation of projects/programmes;
- Collaborate closely with the DGPG in the decentralization of its services, at least in all intervention areas;
- Support the integration of the gender dimension into programming documents and support the monitoring of the implementation and reporting of technical assistance activities;
- Facilitate the organization of project monitoring and supervision missions.
Provide technical support to the National Programme Coordinator
- Support the National Programme Coordinator in the exercise of all his/her responsibilities, including in the management and operational activities of technical assistance and support to national coordination mechanisms;
- Support the MPFFPE in the development and dissemination of awareness-raising materials and manuals/guides on gender policy/strategy;
- Identify the support needs of the MPFFPE and partners in the sector, and propose a work plan validated by UN Women and the Ministry;
- Contribute to the coordination of the activities of the Gender and GBV Sector Coordination Committee;
- Support the finalization of reports for submission to headquarters and national partners.
Knowledge and communication management
- Contribute to the generation, documentation and use of knowledge (lessons learned and good practices) from the implementation of interventions in the socio-economic integration of beneficiaries, social cohesion and measures for the return to safety;
- Supporting the dissemination of advocacy strategies;
- Work in collaboration with the gender-sensitive communications officer to develop toolkits and audio-visual materials for knowledge management and sharing;
- Contribute to the development of knowledge management strategies, products and methodologies.
Support for the MPGPFFE in sector coordination efforts
- Analyze the availability of sex-disaggregated data, propose a data collection system and support the MPFFPE in developing a database;
- Provide technical assistance to the MPGPFFE in the preparation of regulatory documents necessary for the proper functioning of the national parity observatory;
- Supporting the national program coordinator in supporting the MPFFPE in its mandate of political advocacy and strategic and institutional decision-making;
- Provide ad hoc training on the sector’s approach and policy to relevant MPFFPE staff and/or support the DGPG in developing a training plan for gender focal points as well as managers and agents of the Ministry;
- Support the MPGPFFE and sectoral coordination in mapping gender projects/programmes at the national level in connection with the implementation of the PND;
- Support the operationalization of the Gender and GBV Sector Coordination Committee.
Manage program monitoring and reporting
- Monitor the implementation of technical assistance and financial activities using results-oriented management tools;
- Ensure the implementation of activities and finances of technical assistance activities;
- Facilitate field monitoring missions and prepare monitoring mission reports;
- Prepare quarterly reports on technical assistance and national coordination activities.
Contribute to the establishment of partnerships and resource mobilization strategies
- Provide contributions to resource mobilization strategies; analyze and maintain information and databases.
- Provide contributions to relevant documentation such as project summaries, conference documents, briefing notes, speeches and donor profiles.
Provide technical contributions to inter-agency coordination on gender to ensure the coherence and alignment of UN Women programmes with other partners in the Central African Republic
- Provide technical support to the Resident Representative in the context of inter-agency coordination activities by contributing to the preparation of information reports and briefing notes.
Provide contributions to advocacy, knowledge building and communication efforts
- Provide technical contributions to the development of information documents, briefing notes and presentations related to Gender.
- Coordinate and support the organization of advocacy activities and campaigns, events, training sessions, workshops and knowledge products;
- Provide contributions to the development of knowledge management products on the Gender component.
The incumbent shall perform all other tasks within his functional profile which are deemed necessary for the proper functioning of the Office and the Organization.
Supervisory/Management Responsibilities: The incumbent will be part of a seven-member Strategic Coordination unit team. Under the direct supervision of the National Programme Coordinator, they will work in collaboration with the Gender-Sensitive Communications Specialist, the Coordination Assistant, and the Programme and Administration Assistant.

Minimum Qualifications:
Training and certification:
- A master’s degree or equivalent in social sciences, human rights, gender and women’s studies, international development or a related field is required.
- Alternatively, an undergraduate university degree with two additional years of relevant experience may be accepted in place of a second-cycle university degree.
- A project/program management certification (such as PMP®, PRINCE2® or MSP®) would be an added benefit.
Experience:
- At least 1 year of relevant professional experience in the implementation of development programs/projects, coordination, monitoring and evaluation, reporting to donors and capacity building is required.
- Experience in the field of gender studies is desirable.
- Experience in coordinating and liaising with government agencies and/or donors is desirable.
LANGUAGES:
- Fluency in French is required.
- Proficiency in English is an asset.
- Knowledge of another official UN language (Arabic, Chinese, Spanish or Russian) is desirable
