BACKGROUND
Education is a fundamental human right and a global public good with the potential to transform the lives of individuals, communities, and the planet. UNESCO’s Education Sector provides global and regional leadership to ensure that everyone has access to quality education throughout life.
Within the framework of the Education Program in Peru, the UNESCO Office and the Anglo American Quellaveco Association signed an agreement in 2024 to implement the UNESCO-Quellaveco-Reimagina 2024-2027 Project. This project, being carried out in the Moquegua region, aims to improve the learning outcomes of 12,000 students, consolidating the region’s position among the best in the country. It promotes innovative active learning methodologies that enrich students’ academic experience, life plans, and socio-emotional and digital skills, contributing to the development of their communities.
In this context, the UNESCO Office in Peru requires hiring a Change Advisor to accompany teachers in the classroom within the framework of the UNESCO-Quellaveco-Reimagina Project, hereinafter “the Project”.
In this context, the UNESCO Office in Peru requires the services of a Management Specialist for the UNESCO-Quellaveco-REIMAGINA Project, hereinafter “the Project”.
GOALS
Manage, coordinate and articulate the development of the UNESCO-Quellaveco-REIMAGINA Project during 2026, ensuring the fulfillment of its results, the quality of its products, the proper implementation of components/activities and a collaborative and participatory approach of the team.
MAIN FUNCTIONS AND RESPONSIBILITIES
3.1. Programmatic Management of the Project
1. Ensure the achievement of monthly, quarterly, and annual results/products, guaranteeing adequate technical, programmatic, and budgetary monitoring. In consultation with the Education Sector Coordinator, adopt the necessary corrective measures for successful implementation.
2. Update planning tools to align with the Project’s objectives, results, activities, and their respective indicators, as well as its pedagogical strategies and approaches:
a. Annual work plan at the activity and task level, including responsible parties and resources;
b. Procurement plan;
c. Budgetary requirements and overall expenditure monitoring
; d. Specific plans.
3. Keep planning and monitoring tools (work plan, budget requirements plan, and specific plans) up-to-date to ensure they align with the Project’s objectives, results, activities, and their respective indicators, as well as its pedagogical strategies and approaches, preparing monitoring matrices to be submitted monthly to the Education Sector Coordinator.
4. Supervise the execution of activities, as well as the proper and timely execution of the Project’s budget.
5. Manage the Project’s team of professionals and consultants or consulting institutions, and in particular, review and validate their deliverables monthly, providing the necessary feedback and preparing the relevant reports.
6. Maintain ongoing contact and coordination with the Education Sector of the UNESCO Office in Peru and participate regularly in sector and Office staff meetings. Coordinate with the Project’s technical team in Lima. Hold a weekly coordination meeting and review programmatic and operational progress.
7. Make a minimum of three (3) trips to the Office in Lima to analyze and evaluate Project progress, carry out operational coordination, and make decisions regarding the Project’s direction.
3.2. Team Management
1. Lead the local Project team by establishing objectives and priorities, organizing tasks, and coordinating roles. Organize regular follow-up meetings to coordinate and guide actions. Provide regular feedback on performance in implementing established objectives and ensure an adequate flow of information and its exchange among team members through meetings and workshops.
2. Establish criteria and standards for evaluating the performance of change advisors and other professionals and services required for Project implementation. Conduct semi-annual and annual evaluations of change advisors, making recommendations regarding their retention or adjustment.
3.3. Information management/report preparation
1. Review and update formats for reporting activities, tasks, and services of the various Project stakeholders, including budget and program monitoring.
2. Ensure the ongoing collection of information on Project activities, team actions, and other relevant stakeholders or situations.
3. Oversee proper information management, taking timely corrective actions in consultation with the Education Sector Coordinator.
4. Analyze and consolidate information for the preparation of reports, memos, and summaries, as well as prepare the four quarterly Project narrative reports.
3.4. Institutional relations with local partners
1. Prioritize technical assistance for authorities, officials, and management bodies (Regional Directorates of Education and Local Education Management Units), after validation with the Education Sector Office.
2. Provide technical assistance to the Regional Directorate of Education of Moquegua (DREMO) and Local Education Management Units (UGELs) of Moquegua, according to the defined priorities and the annual work plan.
3. Organize regular follow-up meetings with the Regional Directorate of Education of Moquegua (DREMO), the UGELs, the Municipality, and other agencies related to the Project. Define meeting agendas. Follow up on meetings and agreements reached.
3.5. Teamwork
1. To promote a positive team spirit, a collaborative atmosphere, and a collaborative work environment that contributes to the overall performance of the Project and its success, as well as to the overall performance of the UNESCO Office.
2. To participate in and contribute regularly to the education team meetings of the UNESCO Office in Peru, under the direction of the Education Sector Coordinator.
3. To hold regular exchange and feedback sessions with the Education Sector Coordinator and the Project Advisor.

The professional, under the supervision of the Education Sector Coordinator, must rigorously guarantee the effective implementation of the activities and the effective management of the schedule by preparing the following deliverables with a receipt for fees:

● Updated procurement plan.
● Updated budget request.
● Minutes of the meeting with the DREMO and UGEL with agreements on the implementation of the Project during the year. (

(*) As part of Product 1, the consultant must submit certificates for the United Nations Security – BSAFE ( https://training.dss.un.org/) , Protection Against Sexual Exploitation and Abuse – PSEA ( https://agora.unicef.org/) , and Ethics and Integrity ( https://inspira.un.org/) courses .
Any partial or complete products to be published and/or disseminated as official UNESCO material must be validated/approved by the Organization. These products must include a table of contents, as well as drafts and/or the final draft. UNESCO validation and approval will be carried out by the Program Specialist with prior authorization from the Office Director.
Payments are made upon presentation and approval of the products. The management specialist is obligated to report within the established deadlines and attach all required annexes and forms.
REQUIREMENTS
Education
• Bachelor’s degree in Education, Psychology, Social Sciences, Humanities, Administration, Public Management, or related field.
• Specialization or postgraduate studies in the field of education.
• Master’s degree or equivalent preferred
Work Experience
• Ten years of professional experience in the public and/or private sector.
• Five or more years of experience in the coordination, management, and/or direction of educational programs and/or projects, educational institutions, educational interventions, and/or social programs. Experience in education will be considered a plus (mandatory).
• Experience in coordination, technical assistance, and/or capacity building in training programs or in supporting specialists, teachers, or administrators at Regional Directorates of Education (DRE), Local Education Management Units (UGEL), and Educational Institutions (IE).

● Spanish (native speaker level)
CONSULTANCY DEVELOPMENT LOCATION
The consultancy will be developed in the Moquegua region and requires that the selected professional have a domicile or residence in the city of Moquegua, or be willing to move to that city.
TRIPS
TRIPS
The professional must be available to travel within and outside the country, according to the needs of the Project. Travel costs will be covered by the Project, in accordance with UNESCO’s internal regulations.
The planned trips are as follows:
Trip 1: Review and update of the planning, duration 5 days, and will take place in August.
Trip 2: Annual evaluation, duration 5 days, and will take place in November.
DURATION
The contract will have a duration of eleven (11) months, subject to budget availability and performance evaluation. The contract does not include any expectation of renewal or conversion to another type of contract, nor does it include coverage for medical services.
