Job Description

Safety for every child
Tanganyika province faces three major crises: armed and intercommunal conflicts, natural disasters, and epidemics. Indeed, Tanganyika, particularly the territories of Moba, Kalemie, and Manono, regularly suffers attacks and atrocities perpetrated by armed groups active in the area. Their frequent activities lead to massive population displacements and insecurity, including abuses, the burning of villages, and blatant human rights violations such as rape and the involvement of children in armed conflicts, further weakening the local population. Â
The province is also regularly affected by flooding caused by large watersheds and dike breaches, impacting almost all areas of the province. These floods destroy homes, farmland, and essential infrastructure, exacerbating the vulnerability of local populations and exposing them to epidemics linked to a lack of clean water, such as cholera. The cholera epidemic situation in Tanganyika Province remains very worrying. The case fatality rate in Tanganyika is projected to be 2.2% in 2025, above the WHO’s acceptable threshold of 1.0%. The number of suspected cholera cases in 2025 is expected to be six times higher than in 2024.
In response to these emergencies, UNICEF and its partner, the Tanganyika Red Cross, are working closely with the government to address the population displacement and provide a response and prevention strategy for cholera cases. Close technical supervision of the implementing partner and administrative monitoring of the partnership are key components of the response, hence the creation of this individual national consultant position.
How can you tell the difference?
Under the close supervision and guidance of the Head of Office, the consultant will provide professional support and effective teamwork for the implementation of emergency preparedness and response related to the cholera outbreak and humanitarian crises in Tanganyika Province. The consultant will be responsible for implementing the Cholera Rapid Intervention Team (CATI) and the UniRR (UNICEF Rapid Response) program in Tanganyika Province and will collaborate with other members of the national emergency response team and relevant units in Tanganyika.
He/She provides technical support to the development, planning, implementation, monitoring and evaluation of emergency interventions aimed at improving the survival and well-being of children, mothers and more broadly of communities affected by emergencies and public health emergencies, conflicts and natural disasters.

To be considered an advocate for every child, you must…
- University degree in one of the following fields: public health, health, water, hygiene and sanitation, rural development, emergency management.
- A minimum of five (5) years of relevant professional experience in the DRC in the areas of development, planning, implementation, monitoring, evaluation, or administration of emergency programs/projects is required. Operational experience in emergency response, particularly within a rapid response program, is mandatory.
- In-depth knowledge and experience with the CATI approach is essential.
- Experience working in complex emergency situations.
- Fluency in spoken and written French is required.
- A very good knowledge of the local languages ​​of the province of intervention is an asset.
- Proficiency in computer tools, particularly Excel, Word and PowerPoint software.
